1. Gavin Newsom Presentation for Voter Turnout

Preview

Lt. Gov. Gavin Newsom will present a Certificate of Honor to the Board in recognition of the County's dedication to civic engagement resulting in the highest voter turnout in the state for the Nov. 6, 2012, general election. The turnout was 87.37 percent of registered voters. The last time Marin earned such a certificate was 1952, and Registrar Elaine Ginnold plans to bring it to the Board meeting.

Review

Lt. Gov. Gavin Newsom could not make it to the meeting because of a pressing state matter, but Registrar Elaine Ginnold acknowledged receipt of the Certificate of Honor and thanked her elections office staff. She also showed off the citation Marin County received for being No. 1 in the state during the 1952 general election, which was the last time Marin topped the state in voter turnout.

2. Report on Marin Teen Girl Conference

Preview

At the request of Supervisor Arnold, the Board will hear a report from the Marin Women's Commission on the 3rd annual Marin Teen Girl Conference, which took place March 2 in San Rafael. The mission of the conference is to create a safe, fun, informative event for teen girls to learn, share and grow and meet the commission's objective to provide leadership and effective tools to navigate the complicated teen years.

The Board heard the report, which included a slideshow from the Marin Teen Girls Conference, and commended the organizers of the event.

3. Awarding of Marin Green Business Certificates

Preview

The Community Development Agency will award certificates to Marin businesses that qualified for certification as "green businesses." The Green Business Program is a voluntary partnership among business leaders, government agencies and nonprofits that recognizes businesses that demonstrate continuous compliance with applicable environmental regulations, conserve resources and share best practices.

4. Marin Economic Forum Agreement

Preview

At the request of Supervisor Arnold, the Board will hear a presentation from the Marin Economic Forum and consider approving a $150,000 agreement between the forum and the Center for Volunteer & Nonprofit Leadership of Marin.

5. Recognition of County's New Poet Laureate

Preview

At the request of Supervisor Rice, the Board will consider adoption of a resolution recognizing Marin County's new poet laureate, Joe Zaccardi. He is the author of three books of poetry and his works have appeared in numerous reviews and magazines. He volunteers at convalescent hospitals reading poetry to the residents, and listens to them recite the poems they know by heart.

The Board adopted the resolution and heard a short presentation -- including one poem -- from poet laureate Joe Zaccardi.

6. Award for Department of Public Works

Preview

The Department of Public Works is to receive the Environmental Achievement Award from the California Environmental Protection Agency in recognition of the Marin County Certified Unified Program Agency. The agency is set up to consolidate the administration, permits, inspections and enforcement activities of some of the environmental and emergency management programs in Marin.

The award was received and the Board commended the staff from the Department of Public Works and Marin CUPA.

7. Amendment to Weighing and Measuring Device Program

Preview

The Board will conduct a hearing and consider adoption of an ordinance amending Chapter 5.44 of the Marin County Code related to the County's Weighing and Measuring Device Program. The amendment would allow the Department of Agriculture to make fee changes by resolution of the Board. The Weighing and Measuring Device Program helps create a level playing field in the business community and protects consumers.

8. Appointments for Boards & Commissions

Preview

The Board will conduct interviews consider making one at-large term and one alternate appointment to the Personnel Commission. Andrew Marshall and Dan Schwager are to be interviewed and Christopher Burdick has applied as an alternate.
