At 9:30am, the Board will honor individuals with the Employee of the Month and Employee of the Year Awards. Jodi Olson wil be receiving the employee of the year award for her diligent work serving the public in the Assessor-Recorder's Office and Dan Miller will receive the employee of the month award for his tireless efforts serving the County Elections Department.

At the request of Supervisor Adams and in response to a proposal from residents in the Lucas Valley area, the Board will consider the feasibility of pursuing a Scenic County Highway designation for Lucas Valley Road. The goal of the Scenic Highway Program is to protect and enhance the natural scenic beauty of the state’s highways and adjacent corridors through special conservation treatment.

Review
After hearing a staff presentation and public testimony, the Board acknowledged the scenic character of Lucas Valley Road, but expressed concern that seeking a formal designation from the state would entail numerous challenges for the County, including substantial workload impacts for Community Development Agency staff. The Board declined to direct staff to add this proposal to their near-term work plan.

Preview
The Board will consider authorizing the County to enter into an agreement with the California Public Employee's Retirement System (CalPERS) in order to establish a retiree health trust ("OPEB Trust"). The purpose of the trust would be to set aside funds towards the future costs of providing health benefits to retired County employees and to ensure an investment return on those funds.
