In order to help address the County's long term budget shortfalls, the Board will consider approving the separation of 43 employees from County service as part of its fifth phase of the Voluntary Separation Incentive Program (VSIP). In exchange for voluntarily resigning from County service, eligible employees with a minimum of 10 years of service with the County will receive a one-time cash payment of $25,000, and employees with a minimum of 5 years of service will receive a one time payment of $15,000. It is anticipated that these separations will result in approximately $2.87 million in annual ongoings savings across all funds, including $2.47 million in annual ongoing savings to the County's General Fund.

With the passage of Measure A (Parks funding measure that was on the November 6th ballot), the Board will now consider adopting a resolution creating a community committee who will provide oversight for the expenditure of these funds.

Should the Board authorize a rate increase for the County's community mental health system of care services? Based upon a recent fee study, staff recommends an increase in current rates so as to reflect the true costs of providing the services. However, few clients will actually pay these new rates due to requirements that limit the fees clients are charged based upon income, family size, and other factors.
Staff is recommending that the Board conduct a hearing on the matter at its January 29th meeting.

On November 13, 2012, the Board discussed a number of amendments to the Local Coastal Program relating to Agriculture and Biological Resources. Per the Board's direction at that meeting, staff will be returning with additional revisions to policies concerning Agricultural Operations, Environmentally Sensitive Habitat area definitions, as well as other policies.
