Should the Board authorize a rate increase for the County's community mental health system of care services? Based upon a recent fee study, staff recommends an increase in current rates so as to reflect the true costs of providing the services. However, few clients will actually pay these new rates due to requirements that limit the fees clients are charged based upon income, family size, and other factors.
The Board will conduct a formal hearing on the merits of the proposal.

Due to the pending expiration of the existing moratorium on the installation of Smartmeters and related equipment in unincorporated areas of Marin County, the Board will conduct a hearing and consider adopting an extension of the moratorium. SmartMeters are a new type of electrical meter that records energy consumption and communicates that information at least daily back to the utility via radio waves for monitoring and billing purposes.
