1. Civil Grand Jury Response: Garbage

Preview

The Board will consider concurrence and adoption of response to 2012-2013 Marin County Civil Grand Jury Report titled "Garbology in Marin: Wasted Energy" (May 14, 2013). The Civil Grand Jury recommended that more answers be sought by the owners of the Redwood Landfill north of Novato about future prospects for renewable energy at that site.

2. Civil Grand Jury Response: Community Services

Preview

The Board will consider concurrence and adoption of response to 2012-2013 Marin County Civil Grand Jury Report titled "Community Service Funds: The Supplement" (May 21, 2013). The Civil Grand Jury recommended a dozen changes to the program, including better communications about the application process and better oversight.

3. Civil Grand Jury Response: Jail

Preview

The Board will consider concurrence and adoption of response to 2012-2013 Marin County Civil Grand Jury Report titled "Assembly Bill 109: How Will It Impact Our Jail?" (May 28, 2013). The Civil Grand Jury recommended funding be increased in response to added needs resulting from AB109.

4. Civil Grand Jury Response: Elections

Preview

The Board will consider concurrence and adoption of response to 2012-2013 Marin County Civil Grand Jury report titled "Elections in Marin: Cheaper by Mail?" (June 11, 2013). The report was on the status of vote-by-mail (VBM) in our County and in the state and came as a response to a citizen proposition that the County could save money by moving to 100 percent VBM ballots. The Civil Grand Jury recommended that steps be taken to move toward more VBM ballots.

5. Marinwood Intersection Safety

Preview

The Board will hear the first reading of an ordinance prohibiting U-turns at the Miller Creek/Marinwood Avenue intersection and adjacent intersections in the unincorporated Marinwood area. Staff recommends that a merit hearing be scheduled for 10:30 a.m. Aug. 6.

6. Speed Limits on Seminary Drive

Preview

The Board will hear a first reading on an ordinance establishing the speed limit on a portion of Seminary Drive in unincorporated Mill Valley. After a traffic study, engineers recommend raising the speed limits by 5 mph between Ricardo Road and Chapel Drive. Staff recommends scheduling a merit hearing for 10:30 a.m. Aug. 20.

7. Mental Health Care Rate Schedule

Preview

The Board will conduct a public hearing and consider a resolution revising the rate/charge schedule for the community mental health system of care treatment services for fiscal year 2013-14. The rate would increase approximately 3.5 percent and would ensure that the Department of Health and Human Services (HHS) maximize its MediCal revenues.

8. Appointments

Preview

The Board will consider applications for one vacancy on the Commission on Aging, three on the County Service Area 16 (Greenbrae) board, three on the County Service Area 20 (Indian Valley/Dominga Canyon) board, four on the Human Rights Commission and one on the Workforce Investment Board.

9. Rush Creek Lighting and Landscaping

Preview

The Board will conduct a hearing to consider the continuation of the Rush Creek Lighting and Landscaping District, for which residents in the unincorporated Novato neighborhood are assessed $949 annually.

10. Integrated Pest Management

Preview

The Board will conduct a hearing about an ordinance amendment for Chapter 23.19 of the Marin County Code concerning the Integrated Pest Management program. The purpose is to clarify respective roles and responsibilities of staff and commissioners, clarify administrative procedures and conform the IPM Commission’s sunset date to the same date applicable to all other board-appointed advisory bodies.

11. Bonds for Open Space

Preview

The Board will hear a request from Marin County Parks to adopt a resolution approving the issuance of bonds by the Marin County Open Space Financing Authority and approving related actions regarding bonds of the Marin County Open Space District. Approval would allow for the refinancing of bonds previously issued in 2002 by the Marin County Open Space Financing Authority and would yield as much as $380,000 in additional funds available to the Open Space District. The proceeds would be allocated proportionately among four districts.

12. Local Coastal Program

The Board will conduct a hearing to consider Local Coastal Program Amendments (LCPA) and consideration of a resolution to submit the LCPA to the California Coastal Commission.
