The Board will conduct an informational workshop to provide an update on organization planning efforts and initiation of a five-year business plan for the County regarding workforce development, technology investments and public communication efforts. Informational materials will be provided at the workshop, which will take place in Suite 324A. The room has limited seating.
Review
The Board conducted the workshop and heard from Human Resources Director Joanne Peterson and her staff about the overall vision for the business plan.

The Board will present the Employee of the Month Award for July 2014 to Steve Shawler of the Marin County Sheriff’s Office.
Review
Supervisor Rice read the following:
Steve Shawler has been a deputy sheriff since 1986. He is an exceptionally dedicated bailiff and field training officer. Steve treats everyone fairly, extending genuine warmth and support in all situations to colleagues and to visitors attending court for criminal and civil matters.
Steve has spent his career teaching, coaching, encouraging and training new employees in the Sheriff’s office. He provides critical briefing information that is both current and accurate and ensures all court floor duties are complete daily.
Steve is passionate about his job, influencing both citizens and employees with his great work ethic. According to one supervisor, “Steve goes above and behind his scope of duty. … He is always striving to improve and help others. It is a pleasure to supervise and work with Steve. When it comes to being the employee of the month, it is a no-brainer.”
Steve is an exemplary model of excellent public service. The County of Marin is proud to honor him as Employee of the Month.

The Board will hear a request from the County Administrator for Board concurrence and adoption of a response to 2013-2014 Grand Jury Report titled "What are Special Districts and Why Do They Matter" (May 20, 2014). Staff recommends that the Board concur in and thereby adopt the response and direct the Board President to submit the response to the presiding judge.

The Board concurred and adopted the response.

The Board will conduct a merit hearing on an ordinance banning the sale of tobacco and tobacco products at pharmacies in unincorporated areas of Marin County. Several jurisdictions have passed nearly identical ordinances and they have survived scrutiny in courts of law.
Review
Director of Health and Human Services Dr. Larry Meredith and Resource Manager Bob Curry spoke about the ordinance and several members of the Smoke-Free Marin Coalition advocated for the ordinance. The Board conducted the hearing an approved the ordinance.

The Board will conduct a merit hearing of an ordinance amending the Marin County Code to extend sunset dates for five discretionary commissions until Aug. 15, 2018. They are the Cultural Services Commission, the Human Rights Commission, the Parks and Open Space Commission, the Women's Commission and the Integrate Pest Management Commission.

The Board approved the code amendment.

The Board will conduct a merit hearing on an ordinance amending Marin County Code Title 10 to permit nonmotorized scooters at McInnis Park Skate Park and to authorize the Marin County Parks Director to limit or otherwise regulate the times during which skateboarders, in-line skaters and non-motorized scooter users are permitted within the skate park.

The Board will conduct a hearing to consider Mill Valley Refuse Service’s requested 2.07 percent rate increase and a new backyard service charge for its Southern Marin franchise areas. The original rate increase request was 2.69 percent.
