1. Ballot Measure for Farmers Market

Preview

The Board will hear a request to consider adoption of a resolution placing a measure on the June 2014 ballot to allow the Agricultural Institute of Marin to build a farmers market building and market canopy on the vacant “Christmas tree lot” on the northern edge of the Civic Center campus. An overview of the ballot measure was approved at the Feb. 11 Board of Supervisors meeting.

2. Ballot Measure for Library Parcel Tax Renewal

Preview

The Board will hear a request to consider adopting a resolution to place a measure on the June 3, 2014, ballot that imposes a special parcel tax to provide essential funding to protect and maintain services at branches of the Marin County Free Library. In 2010, voters supported Measure A to support such services, and the tax raises about $2.5 million each year. The tax expires in June 2015, and the Library Director is requesting that a renewal of Measure A be placed on the ballot.

The Board adopted the resolution with a change in resolution to add language regarding a 3 percent tax rate increase cap.

3. Director of Public Works Appointment

Preview

The Board will hear a request from the County Administrator to confirm the appointment of Raul Rojas to the position of Public Works Director. Rojas has been Public Works Director for the City of Bakersfield for almost 20 years, running a department with 420 employees and an annual operating budget of $111 million. Rojas would fill the seat vacated by Bob Beaumont, who is retiring at the end of March.

4. Tamalpais Land Collaborative

Preview

The Board will hear a request to accept a report regarding the Tamalpais Lands Collaborative (TLC) and authorize the Board President to execute a Memorandum of Understanding. Marin County Parks staff has been working with staff from the National Park Service, the California Department of Parks and Recreation, the Golden Gate National Parks Conservancy and the Marin Municipal Water District to develop a collaboration to engage the community in contributing volunteer and financial resources toward the
long term care of Mount Tamalpais.

5. Appointments

Preview

The Board will consider appointments for two vacancies on the Measure A Community Oversight Committee and two for the Child Care Commission.

6. Easton Point Residential Development

Preview

The Board will consider certification of the 2008 Easton Point Residential Development (Rezoning, Master Plan, Precise Development Plan, Tentative Subdivision Map) Final Environmental Impact Report (FEIR). Staff recommends that the Board continue the hearing until March 11 based on the scope of work required.

7. Strawberry Priority Development Area

Preview

The Board will hear a request from the Community Development Agency to consider modifications to County Priority Development Area (PDA) related to the Strawberry community. Staff recommends that the Board accept the staff report and provide direction regarding modifications to the unincorporated County PDA.
