The Board will conduct a hearing to consider an appeal of the Planning Commission’s approval of the Saban variance, design review and mitigated negative declaration for property plans at 100 Lagunitas Road in Lagunitas. The Turtle Island Restoration Network (TIRN), also known as the Salmon Protection and Watershed Network (SPAWN), took issue with the property owner's illegal construction of a bridge across a tributary of Lagunitas Creek. The property owner submitted a variance and design review application in 2011 to build a new residence and reconstruct the bridge. The processing of the application was delayed because of a court-ordered moratorium on developments in the San Geronimo Valley. After the moratorium was lifted, Planning Department staff determined the project qualified for a mitigated declaration of environmental impact. TIRN/SPAWN, concerned about fish in the creek, appealed and the Planning Commission denied the appeal on April 27, 2015.
The Board adopted a resolution of mitigated negative declaration of environmental impacts and another resolution denying the appeal.
