1. Countywide Plan Implementation Program

Preview

At 9 a.m. in Suite 324A, the Board will conduct an informational workshop to discuss the status of 2007 Countywide Plan (CWP) Implementation Program. Although the 2007 CWP was lauded for including sustainability principles and a unique method of measuring success, the ambitious workload it created for the Community Development Agency (CDA) has exceeded the capacity of the agency's staffing and other resources. The agency has made progress toward implementing the CWP, but a number of important programs have been deferred. CDA recommends that an amendment to the CWP should be considered to realign the lofty aspirations with the county's current financial capacity, staffing resources and planning priorities. The workshop is intended to assist the Board in considering potential adjustments to the agency's performance plan for the next fiscal year.

2. Resolution Honoring Dr. Larry Meredith

Dr. Larry Meredith accepts his proclamation from Board President Katie Rice.

Preview

In the Board Chamber no earlier than 10 a.m., the Board will hear a request to adopt a resolution commending Department of Health and Human Services (HHS) Director Dr. Larry Meredith on his retirement. Meredith served the County since 2001 and led HHS during challenging and exciting times. He has been known for consistently and passionately collaborating with stakeholders to meet the diverse health needs of all county residents.

The Board adopted the resolution and congratulated Dr. Meredith for his achievements, leadership and passion.

3. Safe Prescription Drugs Disposal

Preview

The Board will hear a request for an informational update from RxSafe Marin and participate in a discussion about next steps regarding safe medical pharmaceuticals disposal. Launched in 2013, RxSafe Marin is a coalition of community members and experts collaborating to tackle the local prescription drug misuse and abuse epidemic. It is supported by staff of the County Department of Health and Human Services.

Review

The Board heard the informational update and adopted a resolution proclaiming March as Prescription Drug Abuse Awareness Month.

4. Community Corrections Partnership and Public Safety Realignment

Preview

The Board will hear a request from the Probation Department to provide an update on the status of Public Safety Realignment in Marin and request to approve budget and position allocations proposed by the Community Corrections Partnership. Since the statewide inception of realignment in 2011, the partnership has collaborated to develop a balanced funding program that takes into account public safety and needs of a criminal justice system taking on a larger, more acute population. Staff from Health and Human Services, Probation and the Sheriff's Office joined several local law enforcement agencies to discuss needs for funding in December 2014. Staff recommends approving an allocation of $829,924 in Public Safety Funds and related financial adjustments and to approve staffing adjustments.

5. Police Dispatching Services

Preview

The Board will hear a request from the Sheriff’s Office to authorize the Board President to execute an agreement with the Central Marin Police Authority for the provision of police dispatching services and add five communications dispatcher positions fully offset by new revenue. The Central Marin Police Authority is looking to improve operational and cost efficiencies of providing law enforcement dispatching services within the greater Ross Valley, Larkspur and Corte Madera. Conceptual discussions resulted in a belief that service would be enhanced with dispatch services from the Marin County Sheriff's Office Public Safety Dispatch Center at the County's Emergency Operations Center, 1600 Los Gamos Drive, San Rafael.

The Board authorized the Board President to execute the agreement.
