1. Marin Climate Action Plan Update

Preview

At 9 a.m., the Board will hear informational workshop to consider adoption of the Marin Climate Action Plan Update 2015 and adoption of an updated community emissions reduction target by 2020. Marin was one of the first California counties to take formal action to address greenhouse gas emissions when it adopted a plan in 2006, and measures were incorporated into the Countywide Plan a year later. The 2015 update, which was released in July, builds on the original greenhouse gas emissions plan, provides emissions statistics and forecasts, and assesses actions that can be taken to further reduce emissions. Staff recommends that the Board consider approving an addendum to the Countywide Plan Final Environmental Impact Report and adopting Climate Action Plan Update 2015.

The Board adopted the resolution about the Marin Climate Action Plan Update 2015 and approved an addendum to the 2007 Countywide Plan Final EIR. See the news release about the subject.

2. Employee of the Month

Preview

The Board will present the Employee of the Month award for October to Joanne O'Grady of the Community Development Agency.

Review

Board President Katie Rice read the following:

Joanne, an administrative services associate, has been serving the County since November 1996. Joanne’s positive attitude is infectious and perpetuated throughout the division of Environmental Health Services. She is dedicated and works diligently to improve the office’s work flow in order to provide outstanding customer service to the public. She is a terrific listener when a caller is in need of resources or reassurance. 

Joanne is a stabilizing force and is supportive of colleagues, initiating change to improve efficiency to everyone’s benefit. Joanne’s character includes patience, and thorough and thoughtful attention to detail. She also assumes many roles that include website management, information specialist for a new database, power point expertise, graphic arts, and financial administration. She possesses uncanny vision to look ahead and ask “What if...” in order to ensure the best possible service to customers.

Thank you, Joanne, for your excellence in serving the citizens of Marin County, and congratulations on being chosen Employee of the Month.

3. Interim Marin County Parks Director

Preview

The Board will hear a request to approve appointment of an interim Director of Marin County Parks and authorize the Board President to execute agreement. Pat O’Brien, who led the East Bay Regional Park District for 22 years before retiring in 2010, has agreed to lead Parks for up to seven months. The County is extending its national search for a permanent replacement for the retired Linda Dahl. O’Brien’s contract would not to exceed $97,500. If approved, O’Brien plans to start work shortly thereafter.

The Board authorized the Board President to execute the agreement and welcomed Pat O'Brien to the County staff.

4. Marin History Museum Short-Term Financial Support

Preview

The Board will hear a request from the County Administrator to consider adopting a resolution related to providing up to $50,000 in short-term financial support to help preserve and inventory the Marin History Museum collections and assets. In recent months, many questions have arisen about the museum's finances and solvency - including about the sale of some artifacts via auction. Staff recommends that the County offer to provide temporary support and technical  assistance if the museum's current board members agree to transition to a new board of directors. Staff said such support could lead to more opportunities to find funding partners and a long-term solution.

5. Draft Medical Cannabis Dispensary Ordinance

Preview

The Board will hear the first reading of an ordinance to license medical cannabis dispensaries in unincorporated Marin County. The draft ordinance was discussed by the Board on June 9 and October 20, and staff heard public and Board comments about recommended changes. The ordinance would limit the number of dispensaries to four locations within unincorporated Marin – no more than two in the highly populated Highway 101 corridor and no more than two in the more rural central and western parts of the county. Staff recommends scheduling a merit hearing for 1:30 p.m. December 8.

6. Living Wage Ordinance Report and Adjustment

Preview

The Board will hear a request from the County Administrator to review and accept the fiscal year 2014-15 Living Wage Ordinance Annual Report and consider options related to a 2016 cost-of-living adjustment (COLA) to the ordinance. Given recently adopted contracts with several County bargaining units, in which COLAs were tied to an annual CPI increase of 2-4 percent through fiscal year 2017-18, staff recommends an Living Wage Ordinance adjustment effective January 1, 2016, to increase rates to an estimated $13.30 per hour not including benefits or $11.70 per hour including benefits. The fiscal impact would be additional General Fund costs of up to $206,000 for the balance of fiscal year 2015-16, with estimated annual or ongoing costs of up to $412,000 in subsequent years, including County employee impacts.

7. Facility Fee for Marin Center

Preview

The Board will conduct a public hearing to consider a resolution to set a facility fee on ticket sales at the Marin Veterans Memorial Auditorium for the purpose of Marin Center facility infrastructure, enhanced maintenance repairs, rehabilitation and renovation. The proposed fees are $3 per ticket for the Marin Veterans Memorial Auditorium and $1 per ticket for the Showcase Theater. No fees would be charged on the first 20 complimentary tickets in the auditorium or the first 10 complimentary tickets in the Showcase Theater. Facility fees could generate approximately $255,000 annually to help subsidize the maintenance and repairs needed in the facilities, which would supplement the existing yearly budget for this purpose of $50,000 (excluding staff expense).

8. Appointments to Advisory Boards and Commissions

Preview

The Board will consider four vacancies on the Child Care Commission, three on the County Service Area 33 (Stinson Beach) Advisory Board, one on the Alcohol and Drug Advisory Board, one on the Airport Land Use Commission, and one on the Aviation Commission.

9. Appeal of Planning Commission Decision

Preview

The Board will conduct a hearing on the Thompson Development Inc. appeal of the Planning Commission’s denial of the 766 Bay Road Design Review and Tree Removal Permit applications. The applicant proposes the construction of a new four-story, 26.75 foot high, 2,096 square foot single-family residence with an attached 479 square foot garage on a 7,356 square foot lot in unincorporated Tam Valley. The Planning Commission denied the project in January 2015 and considered a modified project on July 27, 2015. Planning staff recommended approval of the revised project after finding it consistent with the Countywide Plan, the Marin County Development Code, the Tamalpais Area Community Plan, and Single-Family Design Guidelines. However the Planning Commission voted 4-2 to deny the project a second time, citing inconsistency with the Tamalpais Area Community Plan on bulk/massing and site grading.

10. Community Service Grants

Preview

No earlier than 1:30 p.m., the Board will conduct an informational workshop to review applications submitted for Cycle 1 of the Community Service Grant Program and consider funding recommendations. The program provides small allocations to support various community services needs on a timely basis. The funds are used for small, one-time requests and are allocated to nonprofit service providers or other governmental entities. All allocations are reviewed by the County Administrator's Office to ensure that the services are appropriate and provide a local public benefit. All allocations will be approved by the full Board in a subsequent meeting.
