1. Employee of the Month

Preview

No earlier than 9:30 a.m., the Board will present the Employee of the Month award for March 2016 to Jane Sheridan of the Health and Human Resources Department.

Review

Supervisor Rice read the following:

Jane, who has served the County since 1997, provides eligibility support to clients receiving In-Home Supportive Services, many of whom are some of the most vulnerable citizens of Marin. She has been the eligibility liaison for the Aging and Adult Services staff for many years and is a very helpful and responsive colleague. She consistently delivers high quality service with thoughtfulness and compassion. Jane conveys a collaborative and positive attitude with sound advice and timely answers to difficult benefits questions. She clearly explains confusing and complex Medi-Cal regulations so that her elderly and disabled clients understand the process.

Jane is patient and kind to clients and staff alike. She often works with individuals who are anxious, confused or upset, but she puts them at ease with a calm and empathic demeanor. The County is fortunate to have Jane providing support to the In-Home Supportive Services clients and a valuable partner with Aging and Adult staff in serving the community. Jane exemplifies the qualities of a skilled, dedicated and caring Marin County employee.

 Congratulations, Jane, on being chosen Employee of the Month.

2. Fair Housing Month

Preview

The Board will hear a request to adopt a resolution proclaiming April as Fair Housing Month in Marin County.

The Board adopted the resolution.

3. Regional Update from California Highway Patrol

Preview

The Board will hear a request for an update on activities in the Marin area by California Highway Patrol Lts. Aristotle Wolfe and Robert Mota. CHP Marin's Special Enforcement Team has been active patrolling traffic and safety hot spots throughout unincorporated parts of the county.

The Board heard the update and thanked the CHP lieutenants for the the report.

4. Agriculture in National Parklands

Preview

The Board will hear a request for a discussion led by County Counsel Steven Woodside about litigation affecting agriculture in national parklands located in Marin County. A lawsuit was filed against the National Park Service on February 10, 2016, attempting to suspend the current ranch management planning process. The suit asserts that the process should be suspended until after the Point Reyes National Seashore General Management Plan is updated, and until any impacts agriculture may have on natural resources are addressed. Ranches and dairies located within the National Seashore provide significant contributions to Marin’s larger agricultural industry. The public discussion is intended to provide an opportunity to understand the scope of the litigation in the context of the countywide interest in agriculture.

Review

The Board participated in the discussion and heard input from several public speakers. Not vote was taken.

5. Personnel Management Regulation Amendment

Preview

The Board will conduct a first reading of an ordinance amending amending County Personnel Management Regulation 43 - Performance Planning and Evaluation. The goal is to increase staff performance and feedback rates, engage staff with a supportive year-round management cycle, and effectively link training opportunities and requirements with performance management. Revisions were negotiated with the Coalition of Labor Negotiations as a part of Human Resources' ongoing efforts to revise and update all County PMRs. Staff recommends the Board schedule a merit hearing for 10:30 a.m. April 12, 2016.

The Board conducted the first reading and scheduled the merit hearing for 10:30 a.m. April 12, 2016.

6. Bonds for Marin Emergency Radio Authority Project

Preview

The Board will conduct a hearing to consider adoption of a resolution approving, authorizing and directing the execution of a financing agreement, approving the issuance of bonds and an official statement, and direction certain related actions in connection with the Marin Emergency Radio System (MERA) Project. MERA is a joint powers authority and a collection of public agencies, including the County, formed to provide and operate a public safety radio system. A parcel tax was approved by voters in November 2014 to create a next-generation emergency radio system to replace the one nearing the end of its useful life. The MERA board approved the issuance of the bonds and the execution of the financing agreement and other related documents at its March 23, 2016 meeting. State law requires a member agency adopt a resolution approving the issuance of the authority's bonds.

7. Appointments to Advisory Boards and Commissions

Preview

The Board will consider three on the Health Council of Marin, one on the Integrated Pest Management Commission, one on the Children and Families Commission, one on the Strawberry Design Review Board, one on the Tam Design Review Board, and one on the County Services Area 18 Advisory Board (Las Gallinas).
