1. Appreciation for Retiring Supervisor Steve Kinsey

Preview

At 9 a.m., the Board will conduct a presentation of commendation and appreciation to District 4 Supervisor Steve Kinsey. A year ago, Kinsey announced that he would not seek a fifth term on the Board. He has spent his 20th and final year on the Board as its Board President. After the presentation, the Board plans to recess for a reception in the lobby and resume the meeting at 10:30 a.m.

Review

The Board conducted the presentation and thanked Supervisor Kinsey for his service. Many members of the public did as well. See photos from the presentation on the County of Marin's main Facebook page.

2. Employee of the Month

Preview

No earlier than 10:30 a.m., the Board will present the Employee of the Month award for November 2016 to Jami Brady of the Department of Health and Human Services.

Review

Supervisor Rice read the following:

Jami, who joined the County in 2013, served as an Eligibility Worker II in the General Assistance unit before being promoted to her new position as Eligibility Supervisor. She goes above and beyond her required job duties to make exemplary and notable contributions to the Health and Human Services Department. Jami served as an organizer of this year’s HHS Information Fair and a member of the Community Facilitation Team for the department’s recent strategic plan efforts. She is part of the HHS networking committee and organizes “brown bag” lunch meetings on topics of interest to staff. In her specific work area, Jami is a true leader. She voluntarily assumed various duties during a time of transition in her division, remaining a constant source of support and inspiration to her clients, colleagues, and managers. Jami truly exemplifies what it means to “lead from within” She is positive, persistent, and solution-oriented. Jami is a true asset to the County of Marin and deserves the recognition of Employee of the Month.

3. Resolution to Support Equity for All

Preview

The Board will hear a request to adopt a resolution for equality and inclusion for all residents of the County of Marin. The County's 5 Year Business Plan, approved by the Board in October 2015, places special emphasis on the County's focus on building a diverse and inclusive organization. Recent events and rhetoric have contributed to the fact that many in our community are fearful of discrimination, hate, deportation, and exclusion from a community in which they belong. The County of Marin has a role in maintaining and creating equity for its residents.

Review

The Board adopted the resolution.

4. Medical Office Project in Strawberry

Preview

The Board will hear a request from County Counsel to authorize the Board President to execute a settlement agreement and take related actions rescinding prior approvals for the Bentley Holdings Master Plan Amendment and Precise Development Plan Amendment and Use Permit. The project allowed for medical offices at the property located at 1 and 2 Belvedere Place in unincorporated Strawberry (APN 043-151-32). The 1984 Strawberry Hill Master Plan and subsequent Precise Development Plans expressly prohibited the allowance of medical offices. The location is a 10.7-acre lot with two office buildings totaling approximately 100,000 square feet just south and east of Strawberry Village, Redwood Highway and Highway 101. The Planning Commision and Board approved the project with amendments, but a local citizens advocacy organization challenged the approval in Marin County Superior Court. The parties have agreed to dismiss the lawsuit contingent upon the County rescinding the approvals.

5. Acquisition of Bucks Landing

Preview

The Board will hear a request from Marin County Parks to authorize the Board President to execute a purchase agreement for the acquisition of Buck’s Landing, a 32.1 acre parcel in the unincorporated Santa Venetia area of eastern San Rafael. Known by some as Buck's Launching, the property just off Gallinas Creek is adjacent to the Marin County Open Space District's San Pedro Mountain Open Space Preserve. Gallinas Landing LLC purchased the property in April 2015 and has agreed to sell it to the County for the appraised value of $1.43 million. The Open Space District intends to allow for public use of the facility. Funding for the acquistion would come from the Measure A Parks and Open Space Program's acquisition budget and would not affect the County's General Fund.

The Board authorized the purchase agreement for the acquisition.

6. Personnel Management Regulation Amendment

Preview

The Board will conduct a merit hearing for an ordinance amending County Personnel Management Regulation 1.2 – Purpose and Authority. The amendment would include assistant directors in 16 County departments.

The Board conducted the merit hearing and adopted the ordinance.
