No earlier than 9:30 a.m., the Board will hear a presentation by the Marin Prevention Network on strategy recommendations for addressing youth drug and alcohol use. The coalition seeks to change community norms, policies, and laws that affect the availability, promotion, sale, and use of alcohol and other drugs to create a community environment that promotes healthy choices and reduces risk.

The Board will hear a request to adopt a resolution in support of the Affordable Care Act. A repeal of the Affordable Care Act, as championed by the president-elect, would risk removing new eligibility pathways created for adults to obtain affordable health insurance. It would reduce the amount of federal funds available to the County of Marin.

The Board will hear a request to adopt a resolution expressing concern regarding the Dakota pipeline issue affecting the Standing Rock Sioux Tribe in North and South Dakota. The resolution endorses the right to peaceful protest and encourages efforts to relocate the path of the proposed pipeline to avoid sacred burial grounds.

The Board will hear a request to consider Marin County Council of Mayors and Councilmembers’ recommendations for appointment to the Metropolitan Transportation Commission and make appointment. The nominees are Supervisor Damon Connolly, Novato Mayor Pat Eklund and Larkspur Vice Mayor Kevin Haroff.

The Board will hear a request from the County Administrator to appoint Brian Washington as County Counsel. Washington was selected after a nationwide search and extensive recruitment process including interviews with a professional panel and the Board of Supervisors. Washington would start his new job January 9, 2017, and serve a four-year term as consistent with Government Code. He would replace Steven Woodside, who is retiring after four years with the County. Staff recommends that the Board approve the appointment and adopt the resolution.

The Board will hear a request from the County Administrator to approve the proposed 2017 Federal and State Legislative Programs and proposed 2017 Legislative Policy Guidelines. The plan gives staff the opportunity to react quickly to legislative issues consistent with the Board's priorities and policy guidelines. It includes input from County departments, our Federal and State lobbyists, the Transportation Authority of Marin, Marin Transit District, Sonoma-Marin Area Rail Transit and the Board of Supervisors.

The Board will conduct two hearings about the issuance of local bonds to adhere to the Tax Equity and Fiscal Responsibility Act. One is a request for issuance of up to $5 million of tax-exempt conduit obligations for the benefit of San Domenico School in San Anselmo, and one is a request for issuance of up to $29.6 million of tax-exempt conduit obligations for the benefit of Guide Dogs for the Blind of San Rafael. Both are for the financing or refinancing of capital improvements. Staff recommends that the Board conduct the hearings and consider adoption of resolutions approving the issuance of bonds.
