1. Employee of the Month

Preview

At 9 a.m., the Board will present the Employee of the Month award for January 2016 to Michele Boyer of the Probation Department.

Review

Supervisor Katie Rice read the following:

Michele is a supervisor in the Juvenile Division and has contributed exceptional service for 30 years. She has worked in all divisions of the department, and uses that cross-training knowledge by serving as a liaison between the divisions. She keeps the department abreast of information and policies that safeguard proper and efficient procedures. She helps keep recidivism levels low by her open-door policy and understanding the clients she serves. She demonstrates compassion for the minors in the criminal justice system and their parents, as well as for staff. She is dependable, available, and supportive in serving both the community and colleagues, readily sharing internal and external resources with them. 

Michele’s dedication to staff ensures the smooth operation of the department in client services and protocol. She answers calls after business hours to assist with client matters, complete forms, and add data into the management information system. She’s been known to take an extra shift for a co-worker to have a day off.

Congratulations, Michele, on being honored as Employee of the Month.

2. Commendation for Trout Unlimited

Preview

The Board will hear a request to adopt a resolution commending the North Bay Chapter of Trout Unlimited.

Review

The Board adopted the resolution and thanked residents who helped create and maintain the local chapter.

3. Merrill Award for Cultural Services

Preview

The Board will hear a report from the Cultural Services Director regarding the 2015 Marin County Fair's receipt of the Louis B. Merrill Award by the Western Fairs Association. It was the fifth time the fair was the recipient of the Merrill Award. The fair was honored with 35 individual achievement awards as well, more than any other fair.

Review

The Board accepted the report and congratulated Cultural Services staff on the award.

4. Volunteer/Student Intern Impact Report

Preview

The Board will hear a presentation from the Human Resources Department on the fiscal year 2014-15 Volunteer/Student Intern Impact Report. The report reflects the contributions of the 7,696 volunteers and student interns and their 253,554 hours of service. The equivalent dollar value of the services is estimated at more than $10 million.

The Board heard the presentation and accepted the report.

5. Amendments to Social Host Ordinance

Preview

The Board will conduct the first reading of an ordinance amending Chapter 6.75 to the Marin County Code (Social Host Accountability Ordinance) by adding the prohibition of loud and unruly parties where controlled substances are served to, possessed by or ingested by underage persons, mandating community service hours for violations, and streamlining hearing procedures. The amendments are supported by staffs of Health and Human Services and the grassroots initiative RxSafe Marin. Staff recommends that the Board schedule a merit hearing for 10:30 a.m. February 9.

The Board conducted the first reading and scheduled the merit hearing for 10:30 a.m. February 9.

6. Update on 2016-18 County Budget

Preview

The Board will receive an update from the County Administrator on fiscal year 2016-18 budget. Later this year, the budget staff will present it's second two-year budget to the Board. The update is to make sure the budget staff understands the Board's highest priorities and its desires to spend a projected $2 million in discretionary revenue that will be available for new ongoing program enhancements.

7. Civic Center Drive Improvement Project

Preview

The Board will hear a request from the Department of Public Works to approve the following actions related to the Civic Center Drive Improvement Project: (a) authorize budget adjustments and (b) authorize the Public Works Director to execute the Request for Local Advance Construction Authorization letter as the representative authorized to commit funds. The total project budget is estimated at $5.8 million and the existing project budget is $5.3 million. Approximately $1.265 million comes from four grants.

The Board heard the request and approved the actions for Public Works.

8. Appointments to Advisory Boards and Commissions

Preview

The Board will consider one vacancy on the County Service Area 18 Advisory Board (Las Gallinas), one on the County Service Area 20 Advisory Board (Indian Valley and Domingo Canyon), five on the Disaster Council, and four on the Measure A (Parks) Community Oversight Committee.

9. County Position on AB 1421 (Laura's Law)

Preview

No earlier than 1:30 p.m., the Board will receive a report and recommendations from the Department of Health and Human Services (HHS) regarding possible adoption of Assembly Bill 1421 (Laura’s Law). AB 1421 established the Assisted Outpatient Treatment (AOT) Demonstration Project Act of 2002 and provides a process to allow court-ordered outpatient mental health treatment based on specific eligibility criteria. After receiving input from stakeholders and conducting a careful analysis of the evidence, HHS is making a recommendation to the Board. Staff recommends that the Board provide direction on steps ahead.

Review

The Board received the report, heard public testimony and provided direction to staff. No vote was taken, although the Director of Marin HHS recommended not to adopt AB 1421. See the news release about the recommendation.
