1. Construction Timing Ordinance

Preview

At 9 a.m., the Board will conduct an informational workshop regarding a construction timing ordinance. At a later date, the Board will consider an ordinance establishing time limits on construction projects to ensure projects are completed within reasonable time frames set forth by the Community Development Agency (CDA). While many residents accept the temporary nuisance of construction activity in their neighborhoods, prolonged periods of construction can affect quality of life. Building permits are normally valid for two years. Should the Board wish to consider adoption of a construction time limit ordinance, staff recommends that a Board subcommittee be formed to work with CDA staff and County Counsel to further review the concept and prepare a draft ordinance.

Review

The Board conducted the workshop. No formal action was taken, although the Supervisors expressed interest in starting work on an ordinance and forming a subcommittee.

2. Prescription Drug Abuse Awareness Month

Preview

The Board will hear a request to adopt a resolution proclaiming Prescription Drug Abuse Awareness Month.

3. Parks Measure A Annual Report

Preview

The Board will hear a request from Marin County Parks to receive a fiscal year 2014-15 annual report consistent with requirements of Measure A, a tax measure approved by voters in 2012. The report covers budgets and expenditures, staff functions, and important projects related to planning, acquisition, maintenance and capital improvements.

4. Personnel Management Regulation Amendment

Preview

The Board will conduct a first reading of an ordinance amending County Personnel Management Regulation (PMR) Section 1.2, adding the positions of Deputy Director of Human Resources and Assistant Director of Parks and Open Space to those classifications that are outside the merit system. Staff recommends that the Board schedule a merit hearing for 10:30 a.m. March 15.

5. Appointments to Advisory Boards and Commissions

Preview

The Board will consider one vacancy on the Disaster Council, two on the Law Library Board of Trustees, two on the Mental Health Board, and two on the Tam Design Review Board.

6. Black Point/Green Point Community Plans

Preview

No earlier than 1:30 p.m., the Board will conduct a hearing at the request of the Community Development Agency to consider recommendation from the Marin County Planning Commission to adopt the Draft Black Point/Green Point Community Plans. The 1978 Black Point Community Plan is among one of the earliest community plans adopted by the Board. The effort to update the plan began in April 2013 with the formation of an advisory committee. Staff recommends the Board consider adopting the draft plan update or consider alternatives to the draft plan recommended by the Planning Commission. 

Review

The Board conducted the hearing and voted to separate the two community plan into distinct plans for Black Point and Green Point. Plans are tentatively scheduled to be reviewed by the Planning Commission in May 2016 and the Board of Supervisors in July 2016.
