1. Human Rights Commission Annual Report

Preview

No earlier than 10 a.m., the Board will hear a presentation on the Marin Human Rights Commission 2016 Annual Report. Over the past year, the commission formed several subcommittees and hosted listening sessions in West Marin, Marin City, and the Canal area of San Rafael.

The Board heard the presentation and congratulated the commission on its progress.

2. Funding Action for Civic Center Drive Improvement Project

Preview

The Board will hear a request from the Department of Public Works to authorize budget adjustments related to the Civic Center Drive Improvement Project in San Rafael. Public Works is requesting that the Department of Finance be allowed to make budget adjustments to fun an additional contingency for the project, which is underway and expected to be completed in early 2017.

3. Contract for Civic Center Roof Replacement

Preview

The Board will hear a request from the Department of Public Works to receive an update on the Marin County Civic Center Roof Replacement Project and authorize the Board President to execute an agreement with Wiss Janney Elstner Associates, Inc., in the amount of $991,000, related to the project. The roof was last recoated in 1999-2000 and is blistering, peeling and leaking. The building, designed by famed architect Frank Lloyd Wright, is a national historic landmark.

The Board received the update on the roof replacement project and authorized the agreement with Wiss Janey Elstner Associates, Inc.

4. Transfer of Housing Trust Assets

Preview

The Board will hear a request from the Community Development Agency to approve the transfer of Marin Workforce Housing Trust assets, estimated in the amount of $1,206,200, to the County’s Affordable Housing Trust. The Marin Workforce Housing Trust has decided to cease operations because of organizations that conduct similar work and is requesting that the County take its resources to use to preserve and develop workforce housing.

5. Community Service Grant Fund Allocations

Preview

The Board will hear a request from the County Administrator to approve Community Service Allocations for Cycle 1: July 1 to September 30, 2016. The Community Service Fund program provides one-time funding allocations between $1,000 and $10,000 to nonprofit service providers or other governmental entities to fund specific projects or programs that provide a measurable benefit to Marin residents. Funding is approved for the current year only and is not intended to provide ongoing financial support for the project or program.

The Board approved the Community Service Allocations for Cycle 1.

6. Amendments to Building Codes

Preview

The Board will conduct a hearing to discuss an ordinance amending Title 19 of the Marin County Code regarding adoption of the California Building Standards Code with local amendments. The proposed ordinance sets the effective date of local amendments to coincide with the January 1, 2017, effective date for the statewide codes. Passage of the ordinance will prevent a discrepancy between the effective dates.

7. Modifications to Pasternak Use Permit

Preview

The Board will conduct a hearing to consider modifications to the Pasternak Use Permit, 200 and 210 Road to Ranches, Nicasio. The Board reviewed the resolution but continued the hearing on October 4. Devil's Gulch Ranch is an approximately 75-acre property developed primarily with agricultural land uses and supported by various accessory and residential land uses. The property is accessed through a private gate at Road to Ranches from Nicasio Valley Road. The use permit allows the operation of a year-round day camp, two large special events a year, and 12 educational tours a year. The Community Development Agency (CDA) Code Enforcement program has been investigating a series of public complaints regarding the operations of the day camp and other land use activities on Devils Gulch Ranch. CDA requests that the Board review and modify language in the Use Permit to clarify that activities offered through the camp are predominantly related to agricultural education.

8. Wildland Urban Interface Code Updates

Preview

The Board will conduct a hearing about an ordinance amending Marin County Code Title 16, adopting portions of the 2015 International Wildland-Urban Interface Code, the 2015 International Fire Code, and the 2016 California Fire Code with amendments. This adoption process is required of the Marin County Fire Department every there years to stay current with the minimum requirements of the State of California Building and Fire Standards. Staff recommends that the Board amend fees and establish a Fire Prevention Bureau.

The Board conducted the hearing and adopted the ordinance amendment about Title 16.

9. Appointments to Advisory Boards and Commissions

Preview

The Board will consider one vacancy on the Child Care Commission, one on the Building Board of Appeals, and one on the In-Home Supportive Services Public Authority Board of Directors.
