1. Tentative Bargaining Agreement with Deputy Sheriff's Association

Preview

After convening at 9 a.m., the Board will hear a request from the Department of Human Resources to approve tentative agreement with the Marin County Deputy Sheriff’s Association for a successor 3-year Collective Bargaining Agreement. The tentative three-year agreement reflects many of the County’s long-term priorities, including eliminating the County’s contribution toward the employees’ share of pension costs by July 2018, amending health benefits to ensure affordability for employees, and providing salary increases to keep them in line with those of other counties.  

Review

The Board approved the tentative agreement with the Deputy Sheriff's Association.

2. Civic Center Drive Project Update

Preview

The Board will hear a request from the Department of Public Works to accept a report on Civic Center Drive Improvement Project, approve recommended improvements on Civic Center Drive north of the SMART tracks, authorize Public Works Director to execute a Memorandum of Understanding with SMART and the City of San Rafael, and approve related budgetary adjustments in an amount not to exceed $90,000. The project is under construction and has an estimated substantial completion date of December 2016. The intent is to include several improvements as a contractor change order. The Memorandum of Understanding defines responsibilities and proposes to split construction costs of the improvements three ways. The County’s share of the proposed agreement is not to exceed $90,000.

3. Civil Grand Jury Report Response: Sex Trafficking

Preview

The Board will hear a request from the County Administrator for Board concurrence and adoption of the response to 2015-2016 Civil Grand Jury Report: “Marin’s Hidden Human Sex Trafficking Challenge: It’s Happening in Our Backyard” (June 16, 2016). The County agreed with four findings by the Civil Grand Jury and disagreed wholly or partially with nine findings. Five Civil Grand Jury recommendations are to be implemented and three require further analysis.Staff recommends that he Board concur and adopt the response and direct the Board President to submit the response to the presiding judge.

Review

The Board concurred and adopted the response to the Civil Grand Jury Report.

4. County Counsel Fees

Preview

The Board will hear the first reading or an ordinance amending Marin County Code, Chapter 3.33.010 – County Counsel Fees. County Counsel proposes to increase fees for professional services to any special district or agency from $205 per hour to $220 per hour. The rates remains considerably lower than private law firms and more accurately reflects the cost of providing the services. The proposed increase would increase revenue by about $15,000 annually. Staff recommends that the Board schedule a merit hearing for 10:30 a.m., October 4.

Review

The Board heard the first reading of the ordinance amendment and scheduled the merit hearing for 10:30 a.m. October 4.

5. Appointments to Advisory Boards and Commissions

Preview

The Board will consider two vacancies on Alcohol and Drug Advisory Board, one on the Assessment Appeals Board 2, one on the Planning Commission, one on the Personnel Commission, one on the County Service Area #6 Advisory Board (Gallinas Creek), and one on the County Service Area #16 Advisory Board (Greenbrae).
