No earlier than 9:30 a.m., following the Housing Authority Board meeting, The Board will hear a request for a presentation by the Headlands Center for the Arts regarding the inauguration of The Commons. The facility, more than 3,000 square feet, is an artist-led enhancement to the historic campus located inside the Golden Gate National Recreation Area. The Commons opens to the public September 17.

The Board will hear a presentation from the Marin County Agricultural Commissioner on the 2015-16 Marin County Consumer Protection Report. The report, compiled for the first time, provides an overview of the consumer protection programs under the responsibility of the Department of Agriculture/Weights and Measures. Information about consumer protections previously were included within the annual Livestock and Crop Report.

The Board will hear a request from the Community Development Agency for consideration of a resolution to amend the Agricultural Preserve boundary to include certain Silveira family ranch properties located in unincorporated northern San Rafael. The Silveira family and the County have agreed to enter into a contract to include five parcels. The California Land Conservation Act, commonly known as the Williamson Act, preserves agricultural and open-space lands and discourages conversion to urban uses through property tax incentives and voluntary restrictive use contracts. The contracts restrict land to agricultural and compatible open space uses under 10-year rolling agreements with local governments. In return, restricted parcels are assessed for property tax purposes at a rate consistent with their agricultural or open space use rather than potential market value. In return, the County benefits by retaining land in agricultural or open space.

The Board will hear the first reading of an ordinance establishing service fees and service rates for the Department of Finance to recover reasonable costs of providing services to the public and other agencies. Many services provided by the department require a disproportionate amount of resources to administer, so the department is recommending the implementation of cost-recovery measures in the form of fees and hourly service rates recommended in a service fee study. The fees and rates would result in an estimated $120,000 in annual revenue. Staff requests that the Board schedule a merit hearing for 10 a.m. September 12.
Review
The Board suggested the removal of fees pertaining to public records requests after hearing from the Director of Finance, Roy Given. The Board approved the first reading with the amendment and scheduled the merit hearing for 10 a.m. September 12.

No earlier than 1:30 p.m., the Board will conduct a hearing to consider the Brandon Sullivan et al. appeal of the Marin County Planning Commission’s conditional approval of the 187 Sacramento LLC (formerly 179 Sacramento LLC) Design Review and Tree Removal Permit. On June 12, the Planning Commission voted 6-1 to approve the design review and permit to build an approximately 3,300-square-foot single-family residence and 640-square-foot attached garage on a vacant lot in the unincorporated Sleepy Hollow neighborhood near San Anselmo. The Community Development Agency approved the project in April 2017, but Brandon Sullivan and other neighbors appealed based on issues related to community compatibility, visual prominence, potential environmental impacts and improvements within the Sacramento Avenue right-of-way. The Planning Commission approved the project in June with several modifications. Staff recommends that the Board conduct the public hearing and make determination on the appeal.
