Highlights of the December 05, 2017 Board Meeting:
No earlier than 10 a.m., following a meeting of the Marin County Housing Authority Board of Commissioners, the Board will hear a request from the County Administrator to approve a proposed 2018 Federal and State Legislative Programs and proposed 2018 Legislative Policy Guidelines. The plan gives staff the opportunity to react quickly to legislative issues consistent with the Board's priorities and policy guidelines. It includes input from County departments, our Federal and State lobbyists, the Transportation Authority of Marin, Marin Transit District, Sonoma-Marin Area Rail Transit and the Board of Supervisors.
The Board approved the request.

The Board will hear a report from County Administrator's Office about budget planning for fiscal years 2018-20. The next two-year budget is in the works, and department are working on budget reduction options in an effort to close a budget gap. The final budget for 2018-20 will go to the Board for approval in June 2018. The current budget contains $440 million in the General Fund and $555 million in all.
The Board heard the report and approved the next step in the budget process.

The Board will hear a request from the County Administrator to approve Community Service Allocations for the Cycle 1 application period from July 1 to September 30. The program provides one-time funding allocations between $1,000 and $10,000 to nonprofit service providers or other governmental entities to fund specific projects or programs that provide a measurable benefit to Marin residents. Funding is not intended to provide ongoing financial support for the project or program. Sixty-two requests worth $445,709 were received. The target amount for allocation in Cycle 1 is approximately $150,000, and staff is recommending 51 allocations worth $150,083.
The Board approved the Community Service Allocations as recommended.

The Board will hear a request from the Department of Public Works to approve the assignment of West Marin Solid Waste Franchise from Redwood Empire Disposal to Recology Sonoma Marin. Redwood Empire Disposal has the exclusive franchise with the County for refuse and recycling in West Marin for Franchise Area No. 1 (coastal areas except Bolinas and Stinson Beach). Recology is an employee-owned company based in San Francisco that dates to the 1920s. It works to discover sustainable resource recovery practices to protect the environment.
The Board approved the franchise assignment.

The Board will hear a request from the Department of Public Works to approve an additional one-month rent relief for all County aviation business leases, ground leases and County hangar leases at the Gnoss Field Airport, related to the extended runway closure associated with the runway reconstruction project. The Board approved a one-month rent relief in September, but unforseen challenges with the construction project have created a delay in the project. More rent relief, which would not affect the County General Fund, would be applied to the January rents for all tenants in good standing.
The Board approved the additional one month of rent relief.

The Board will hear a request from the Community Development Agency to adopt a resolution to delegate authority to the Agency Director to temporarily waive building and planning fees for junior accessory dwelling units for approximately 12 months. The fee waiver is recommended to be capped at $1,500 for each permit received during that time frame. The recent North Bay wildfires resulted in the loss of thousands of homes, exacerbating the region's housing shortage. Staff recommends that the County assist in mitigating the impact of increased demand for housing by encouraging and facilitating the creation of junior accessory dwelling units (room rentals within existing residences). Such units usually a small food preparation area and separate entrance/exit.
The Board adopted the resolution.

The Board will hear a request from the Community Development Agency to take actions related to joining the Green and Healthy Homes Initiative Marin (GHHI Marin). The program, launched in 2008, is a pilot initiated with funding from the Marin Community Foundation. It is designed to align and coordinate outreach efforts of local partners that offer health, safety and energy efficiency services to residents. Staff recommends authorizing the Board President to execute a memorandum of understanding with local partners to launch the program and execute compact for Marin formally joining national Green & Healthy Homes Initiative.
The Board took the actions to join the GHHI Marin program.

No earlier than 10:30 a.m., the Board will conduct a Tax Equity and Fiscal Responsibility Act (TEFRA) hearing about a request for issuance of up to $4 million of tax-exempt conduit obligations for the benefit of Guide Dogs for the Blind, Inc., to finance and/or refinance capital improvements to facilities at 350 Los Ranchitos Road, San Rafael. Federal law requires a public hearing before the Board to any bond issuance by the California Enterprise Development Authority for projects under the County's jurisdiction. Staff recommends that the Board conduct the hearing and consider adopting a resolution approving the issuance of bonds.
The Board conducted the TEFRA hearing and approved the issuance of conduit obligations.

The Board will hear a request from County Parks to authorize the Board President to execute an agreement with the Marin Agricultural Land Trust (MALT) for $1,332,650 in Measure A Farmland Preservation Program funds for the purchase of an agricultural conservation easement over the Furlong Ranch. The Furlong family has been ranching on the same property just north of Point Reyes Station for more than 60 years. Parks is teaming with MALT to assure that the 609-acre ranch remains as agricultural land. The appraised fair market value of the Furlong easement was $2,619,000. The County grant covers about half the acquisition cost, and MALT is contributing the balance.
The Board authorized the Board President to execute the agreement.

No earlier than 1:30 p.m., the Board will conduct merit hearing to adopt an ordinance repealing Marin County Code Chapter 6.85 regarding the use of medicinal cannabis. The Board unanimously approved a new delivery-only medicinal cannabis licensing ordinance November 14 and must repeal the old ordinance.
The Board conducted the merit hearing and adopted the ordinance.

Following the 1:30 p.m. item on medicinal cannabis, the Board will conduct the first reading of an ordinance establishing a Rental Housing Dispute Resolution Program, known as mandatory mediation, for rent increases above five percent and receive presentation from the Board's Housing Subcommittee regarding recommendation to defer consideration of a Residential Landlord and Tenant Relations ordinance (i.e. “just cause for evictions”) ordinance for 12 months. Staff recommends that the Board schedule merit hearing for 5:30 p.m. December 12 and provide direction to staff on additional policy options.
