Highlights of the February 14, 2017 Board Meeting:
At 9 a.m., the Board will present the Employee of the Month award for January 2017 to Armando Alegria of the Community Development Agency.
Supervisor Rice read the following:
Armando, who has served the County since 1981, provides excellent customer service daily to property owners, consultants, and staff members by treating everyone with the utmost respect. He takes the time to explain the process, requirements and regulations for septic systems, water wells, and building permits that is clear to each person. Armando is mindful of the urgency for property owners and responds quickly to review their projects.
Armando is a key person in the land use division of Environmental Health Services. His knowledge of sewage disposal systems requirements has aided him in issuing hundreds of septic system permits. He assisted with both the development of the County regulations for septic systems and water systems and the writing of the County’s Local Agency Management Plan. The mission of EHS is to protect public health and the well-being of all Marin County residents, workers, and visitors by preventing injury and the spread of disease, which has been forefront to Armando in the work he has accomplished for the past 36 years.
Armando has been described as one who is the ‘true salt of the earth’. He is a person you can trust to be straightforward and reliable, and is a dedicated employee who is respected by his colleagues and by the public.
Thank you, Armando, for your excellence in service to the citizens of Marin County, and for being chosen Employee of the Month.

The Board will present the 2016 Employee of the Year award to Rosaura De Alvarez of the Probation Department.
Rosaura De Alvarez, one of 12 employees recognized as Employee of the Month over the past year, has been chosen County of Marin Employee of the Year for excellence in service to the public. Employees are nominated for demonstrating a consistent level of excellence, enthusiasm, innovation, commitment and willingness to go the extra mile. Rosie, a County employee since 2007, overwhelmingly exemplifies these qualities and has undoubtedly earned this acclaim.
A Senior Deputy Probation Officer, Rosie demonstrates excellence in service to the community through her dedication and passion to serve. Her character and work ethic are unparalleled. Rosie volunteers for many challenging assignments and eagerly accepts other tasks as they arise to help co-workers. Her desire and commitment to helping the Latino community and to working with young people to attain healthy and successful lives is equally admirable.
The County of Marin is proud to honor Rosaura as the Employee of the Year.
The Board will hear a request from the Department of Public Works to consider adopting a traffic resolution establishing parking restrictions on Woodland Avenue, Auburn Street and Marinwood Avenue in unincorporated areas of San Rafael. The County has received complaints about the increasing number of recreational vehicles, commercial trucks and trailers that park overnight on these streets. On January 24, the Board adopted an ordinance that established parking restrictions that can be applied to specific County-maintained roads, and the ordinance goes into effect February 23. This new action would result in new signage about restrictions to overnight parking on those streets.
The Board adopted the resolution.

The Board will hear a request from the Department of Health and Human Services (HHS) to authorize the Board President to execute an agreement with Traditions Psychology Group, Inc., doing business as Traditions Behavioral Health, in an amount not to exceed $7,617,435, to provide psychiatric services to various Behavioral Health and Recovery Services’ clinics. HHS' staff psychiatrist budget includes a combination of regular-hire staff and contracted specialists including a medical director. For the past three to five years, regular-staff openings have been difficult to fill, and it is anticipated that recruiting challenges will continue. HHS needs to establish a stable and reliable pool of qualified psychiatrists to meet needs.
The Board authorized the Board President to execute the agreement.

No earlier than 10:30 a.m., the Board will conduct a hearing to consider a resolution to allow the Director of Cultural Services an option to charge additional service fees to be shared with for-profit promoters on concert tickets at Marin Veterans Memorial Auditorium to encourage more major events. Cultural Services recommends a model where the risks for ticket sales and expenses are shared between the County and event promoters. Previously the County served as event producer and fully accepted the risk of financial losses. The proposed model is more consistent with industry practices. If implemented, it would increase facility rentals and possibly bring in higher-profile performers. The proposed sliding-scale fee schedule would allow for service fees of up to $25 on tickets costing more than $50.

The Board will conduct a hearing to consider resolutions revising fees for Medical Clinics’ services, immunization services, public health laboratory services, and Medical Marijuana Identification Cards effective March 1. The Board's direction has been to ensure that fees and charges keep pace with the County's cost of doing business. Fees for these services have not been adjusted in several years although costs to provide them have continued to increase. The recent passage of Proposition 64 (Adult Use of Marijuana Act) necessitates the adjustment of fees for the ID cards.

The Board will conduct a Tax Equity and Fiscal Responsibility Act (TEFRA) hearing for a request for issuance of up to $31,475,000 of tax-exempt conduit obligations for the benefit of Dominican University of California, to finance and refinance capital improvements to certain educational facilities located on campus in San Rafael, 50 Acacia Avenue. TEFRA public hearings are required by the federal government to approve the issuance of tax-exempt debt. The hearing gives the public an opportunity to comment on the use of the tax-exempt funds by the borrowing institution to finance its capital needs.
The Board conducted the hearing and approved the issuance of TEFRA conduit obligations.

No earlier than 1:30 p.m., the Board will conduct a hearing to consider the first Santa Venetia Community Plan, which provides information and sets forth goals, policies and guidance related to issues relevant to the unincorporated area of San Rafael between the Civic Center and China Camp State Park. Preparation for the plan began in 2013 and the Planning Commission recommended its approval with minor changes on October 13, 2016. Staff from the Community Development Agency recommends that the Board consider the recommendation of the Planning Commission to adopt the plan.
