Highlights of the June 13, 2017 Board Meeting:
No earlier than 10 a.m., following completion of the Open Space District Board of Directors meeting, the Board will hear a request for an informational presentation from the Marin County Youth Commission regarding updates on projects, accomplishments and strategic plans.
The Board heard the presentation and thanked the members of the Youth Commission.

The Board will conduct a merit hearing for an ordinance amending Chapter 6.75 of the Marin County Code related to the Social Host Accountability Ordinance. Staff has worked with youth stakeholders on recommended updates to the ordinance. In addition to alcohol, staff supports adding marijuana to ordinance's prohibition and adding party buses and limousines to the gatherings at which loud and unruly parties are prohibited, plus other restrictions.
The Board conducted the hearing and approved the ordinance amendments.

The Board will conduct a hearing to consider a resolution to amend the method for calculating floor area in the County’s Rental Housing Impact Fee resolution for new multi-family rental development. In October 2016, the County adopted a fee schedule to clarify the amount that prospective developers of these land use types can expect to pay. The fee schedule is structured to exact fees on a per-unit basis using a three-tier system that encourages the development of smaller units that are likely to be leased at more affordable rates. The use of gross floor area (that which is within exterior walls) presents a complication for staff; changing to a net floor area would allow staff to only calculate living space. The modification better reduces burdens on staff and clarifies calculation methods.

No earlier than 2:30 p.m., the Board will conduct a hearing to consider the Karuna Land LLC Master Plan Amendment, Precise Development Plan and Vesting Tentative Map pertaining to the proposed development on a 10.6-acre parcel at 1 Sacramento Ave. in unincorporated Sleepy Hollow neighborhood near San Anselmo (APN 177-220-10). In January 2014, Board approved the Karuna Master Plan Ordinance with amendments, adopted the Negative Declaration of Environmental Impact, and denied without prejudice the Vesting Tentative Map and Precise Development Plan. Several issues remained unresolved and the parties went into mediation. In August 2016, a writ of mandate cause of action was briefed to Marin County Superior Court, and a remand hearing in January 2017 was a follow-up to address four remaining issues. The Board accepted the court's decision and approved staff's recommendations to move forward with plans.
