Highlights of the June 20, 2017 Board Meeting:
After the Board convenes at 9 a.m., the Board will hear a request from the Department of Public Works to accept the final report and program summary of the Marin Bay Shoreline Sea Level Rise Vulnerability Assessment. The assessment sets the foundation for understanding the vulnerability of Marin's bayside communities and assets to a range of sea-level rise scenarios. The County plans to support implementation of projects such as guidance for general plan updates and capital improvement projects, demonstration projects built to test innovative approaches to flood impacts, continued coordination between jurisdictions and agencies, and education to support the use of the vulnerability assessment. The Board received a draft of this assessment in April.
The Board accepted the report.

The Board will hear a request from the Department of Public Works to receive an update on the Muir Woods Memorandum of Understanding (MOU) with the National Park Service. In April 2017, the Board received an MOU update by staff from Public Works and the National Parks Service. Follow public comments, the Board provided feedback to staff and voted to continue the item with direction to return in June with additional information on the reservation system, traffic, and parking issues.
The Board received the report and approved the Muir Woods Memorandum of Understanding.

The Board will hear a request from the County Administrator for Board for concurrence and adoption of response to 2016-2017 Civil Grand Jury report titled “Overcoming Barriers to Housing Affordability” (April 12, 2017). The County agreed with the Civil Grand Jury on three findings and disagreed wholly or partly with four findings. Three recommendations have been implemented, one more is planned to be implemented, and one will not be implemented. Staff recommends that the Board concur in and thereby adopt a response and direct the Board President to submit the response to the presiding judge.
The Board adopted the response and authorized distribution to the presiding judge.

The Board will hear a presentation from the Marin County Agricultural Commissioner of the 2016 Marin County Livestock and Agricultural Crop Report. One year ago, milk continued to serve as the leader among all livestock and crop yields in Marin, accounting for 40 percent of the overall gross value of a record $111,061,000 for 2015.
The Board heard the presentation and accepted the report.

The Board will conduct a merit hearing for an ordinance establishing additional parking limit options to address increased oversized vehicle parking and storage of vehicles on County roads. Residents have expressed concern about the increasing number of oversized vehicles parked for extended periods of time on County-maintained roads. Other concerns voiced include reduced sight distance for drivers, negative visual impacts, loitering in or near travel lanes, and reduced overall safety in neighborhoods.
The Board conducted the hearing and adopted the ordinance.

At 1:30 p.m., the Board will continue 2017-18 Final Budget hearing that begins Monday, June 19. This is the second year of a two-year budget. The proposed budget is $555 million, an increase of 2.6 percent over last year.
The Board completed the budget hearings and approved the final budget.
