The Board will hear a request from the County Administrator and Director of Cultural Services to authorize the Board President to execute an updated memorandum of understanding with the Agricultural Institute of Marin (AIM). The institute, which operates the Civic Center Farmers Market on Sundays, has a memorandum of understanding with the County created in July 2012. In 2014, the Board authorized AIM to bring a ballot measure to the voters to seek support for a permanent farmers market, including buildings, on the vacant lot along Civic Center Drive across the street from Marin Center. The measure passed, and AIM has since worked to design the project, seek funding and create a more detailed non-binding memorandum of understanding with the County. The draft agreement outlines the responsibilities of both parties in the planning and potential future construction of the vacant lot, known as the Christmas Tree lot, including the farmers market, a potential future AIM building and grounds. It outlines the terms of a future ground lease, license for use of a shared parking lot with Marin Center, revenues to the County, responsibilities for operations of the site, the design process, and implementation.

No earlier than 11 a.m., the Board will hear a request from the County Administrator to receive a status report from the Marin Economic Forum and authorize the Board President to execute an agreement with the forum, in the amount of $150,000 in matching funds, to support its development efforts. The forum's mission is to help inform and guide the Marin economy in a manner consistent with the sustainable goals of the Countywide Plan.

No earlier than 1:30 p.m., the Board will hear a request from the Community Development Agenda to accept the Land Use Plan Amendments (LUPA) as certified with modifications by the California Coastal Commission. The Board previously authorized the submittal of seven Local Coastal Plan amendments to the Coastal Commission. The amendments address changes to policies in the Land Use Plan and its Implementation Program. The modifications are based on findings prepared by staff, which requests that the Board defer action on the Implementation Program amendments to allow additional time to resolve serious issues.
