No earlier than 1:30 p.m., the Board will conduct a public workshop to consider a proposed ordinance for medicinal cannabis delivery-only retailer licensing. In April, the County Administrator's Office denied all 10 of applications for medicinal cannabis business licenses, finding that no applicants had an acceptable combination of an experienced, qualified operator matched with a location that can accommodate the proposed dispensary's business plan without significant neighborhood impacts. Eight applicants appealed but the Board upheld the appeal. The County debuted a draft of a new medicinal cannabis ordinance in September following extensive feedback from the public and the Board. This workshop, at which no Board vote will be taken, is designed to produce more feedback prior to a public hearing before the Board at a later date. The ordinance only affects medicinal cannabis regulations in the unincorporated areas of Marin.
The Board conducted the public workshop, heard from industry representatives and residents, and gave staff direction about the draft ordinance. The Board forwarded the item to the October 31 meeting.
