The Board will hear a request from the Department of Health and Human Services to approve the Mental Health Services Act (MHSA) Three-Year Program, Expenditure Plan, and the MHSA Annual Update. The MHSA was approved by California voters in November 2004 and was designed to expand and transform the county mental health services system statewide. In Marin, more than $40 million in funding is proposed over the next three fiscal years for programs to provide mental health and substance use services. The programs include prevention and early intervention, community services, support programs, crisis planning, capital facilities, technological needs, and workforce training. The State of California requires that the local plan is developed and approved by the Mental Health Board and the Board of Supervisors after public comment.
