No earlier than 10:30 a.m., the Board will conduct a hearing for an ordinance amending Chapter 5.95 of the Marin County Code, known as Rental Housing Dispute Resolution, to simplify the eligibility criteria and clarify provisions that define "good faith" participation in the program. The program was established in January 2018 to provide mandatory mediation services for landlords and tenants who are party to a rent increase greater than 5 percent over a 12-month period or a change in housing services that is equivalent to a similar rent increase. Staff recommends that the program be amended to allow eligibility determinations to be based solely on changes in monetary rent to promote greater transparency and clarity.
