The Board will hear a request from the Chief Probation Officer to adopt a resolution eliminating fees related to the County costs of the juvenile delinquency system, with direction to cancel and discharge all accounts on records. A UC Berkeley report concluded that such fees disproportionately hurt poor families and add to the recidivism rate. The Probation Department review concluded that such fees undermined the rehabilitative purpose of the juvenile delinquency system. State law has provided authority to counties to levy fees to recoup reasonable costs associated with the juvenile delinquency system, but a new law repeals that ability after January 1, 2018.
The Board adopted the resolution.
