1. Board of Supervisors Reorganization

Preview

No earlier than 9 a.m., the Board will reconvene and reorganize, electing a President, Vice President and Second Vice President before convening as the Marin County Housing Authority Board of Commissioners at approximately 9:05 a.m. Following the Housing Board meeting, the Supervisors plan to reconvene at 11 a.m. and make remarks pertaining to the start of the new calendar year and County goals for 2018.

The Board elected Damon Connolly as Board President, Kate Sears as Vice President and Katie Rice as Second Vice President. See the news release.

2. Board of Supervisors Appointments

Preview

No earlier than 11 a.m., following the 9:05 a.m. meeting of the Marin County Housing Authority Board of Commissioners, the Board will make appointments of each Supervisor to various official boards and commissions.

The Board approved the appointments as proposed.

3. Parks Measure A Expenditures

Preview

The Board will hear a request from Parks to receive a presentation on the use, oversight, and reporting of Measure A expenditures by Marin County Parks and farmland, local parks, and community organization subrecipients. Voters approved a quarter-cent sales tax in November 2012, and it has generated about $12 million per year for care of open spaces, waterways, regional and local parks, farmland, streams, baylands, wildlife and other natural lands. The presentation describes recent staff and partner uses of the funding.

4. Speed Limit on Eliseo Drive in Greenbrae

Preview

The Board will conduct the first reading of an ordinance establishing speed limits on a portion of Eliseo Drive in Greenbrae. Public Works staff reviewed residents' concerns about speeds on Eliseo between Bretano Way and Sir Francis Drake Boulevard and worked with Marin CHP on a radar-enforceable speed limit. The limit must be based on the prevailing speed of 85 percent of drivers surveyed. The recommendation is to set the speed limit at 25 mph, a limit reviewed and supported by the CHP.

Review

The Board conducted the first reading and scheduled a merit hearing for 10:30 a.m. January 23.

5. Prohibiting Long Vehicles from Windy and Narrow Roads

Preview

The Board will conduct a public hearing for an ordinance prohibiting motor vehicles in excess of 30 feet from certain specified narrow and windy roads where the length of the vehicles pose a traffic hazard. An ordinance with restrictions on vehicles over 36 feet long on narrow and windy roads was adopted in December 2014. A study showed 32-foot buses need to cross the road's centerline to negotiate curves, such as on Muir Woods Road. Staff recommends that the ordinance be revised to prohibit vehicles of more than 30 feet. 

Review

The Board adopted the ordinance prohibiting motor vehicles longer than 30 feet from certain specified narrow and windy roads.

6. Gnoss Field Rezonings and Development Code Amendments

Preview

The Board will conduct a public hearing to consider rezonings and Development Code amendments related to the Gnoss Field area of northern unincorporated Novato. the proposed rezonings, recommended by the Planning Commission in September 2017, would rezone parcels to more accurately reflect their existing uses or ownership.

The Board conducted the hearing and adopted the rezonings and code amendments.

7. Appointments to Advisory Boards and Commissions

Preview

The Board will consider one vacancy on the Disaster Council, one on the Golden Gate Bridge District Board of Directors, and one on the Marin/Sonoma Mosquito and Vector Control District Board.
