Highlights of the March 20, 2018 Board Meeting:
As part of Consent Calendar A, the Board will consider adding real-time captioning services to webcasts and TV broadcasts of selected County meetings. Board of Supervisors meetings, Planning Commission meetings and selected other meetings that take place in the Supervisors chamber are shown live on the County's webpage, www.marincounty.org, and on local public access television channels. The County is committed to expanding accessible services to all residents. The action would authorize the Board President to execute a first amendment to the County's agreement with Granicus, increasing its contract by $29,770 per year, for a total contract not to exceed $53,395 per year, for the real-time captioning service.
The Board approved adding real-time captioning services.

As part of Consent Calendar A, the Board will consider agreements for adult dental services in federally qualified health clinics through the use of $718,901 in Year 4 Intergovernmental Transfer Funds. The funds were accepted by the County in January 2018 from the Partnership HealthPlan of California to provide health services to Medi-Cal beneficiaries. The Board action would authorize the Board President to execute the following agreements for dental services: (i) Marin Community Clinics, in the amount of $200,000 for adult dental services; (ii) Coastal Health Alliance, in the amount of $200,000 for adult dental services; (iii) Marin City Health and Wellness Center, in the amount of $200,000 for adult dental services; and (iv) Ritter Center, in the amount of $100,000 for adult dental services. There would be no net increase to County General Fund expenditures.
The Board approved the agreements for adult dental services.

As part of Consent Calendar B, the Board will consider a request from Public Works to approve the actions related to the Civic Center Drive and Avenue of the Flags Flatwork Project. The plans call for an accessible ramp and stairs to allow users of the Veterans Memorial Auditorium parking lot to access the sidewalk system along Civic Center Drive. The project was delayed from 2017 because of weather and other construction limitations. The cost of the project is $178,000.
The Board approved the request for actions related to the project.

The Board convenes at 9:30 a.m. following completion of the 9 a.m. meeting of the Marin County Housing Authority Board of Directors. Later in the Supervisors' meeting, the Board will consider one vacancy on the County Service Area #18 (Las Gallinas) Advisory Board, one on the Disaster Council, and five on the Integrated Pest Management Commission.

No earlier than 2:30 p.m., the Board will conduct a workshop to discuss modifications to the County’s Local Coastal Program (LCP) Amendments (excluding the proposed Environmental Hazards Amendments). Modifications to the LCP were conditionally approved by the California Coastal Commission on November 2, 2016. The Coastal Commission modified key elements of the County-approved plan, including new permit requirements for certain agricultural practices, new restrictions on individual wells and septic systems, limitations on residential development in coastal villages, and applying the “lowest allowable density” in any area mapped as any kind of hazard area – essentially the entire coastal zone. No Board action will occur at this workshop. The Board plans to hold a public hearing on the matter April 24.
