Highlights of the May 22, 2018 Board Meeting:
After convening no earlier than 9:30 a.m., following completion of the Marin County Housing Authority Board of Commissioners meeting, the Board will request from the Community Development Agency (CDA) updates on the (1) Rental Housing Dispute Resolution (“mandatory mediation”) program; (2) the potential enhancement of Multi-unit Housing Inspection Program; and (3) the development of a webpage to promote and facilitate creation of Accessory Dwelling Units (ADUs); and consideration of adopting a resolution clarifying the Junior Accessory Dwelling Unit (JADU) Fee Waiver Program. Through its CDA staff, the County works to preserve housing affordability and prevent displacement. More than one in every four Marin renter households spends upward of 50 percent of household income on housing, and Marin's rental market is extremely tight. The proposed updates are designed to assist struggling families to remain in Marin and create more affordable homes in unincorporated areas of the county.
The Board heard and adopted the housing policy updates.

The Board will hear a request from the County Administrator for Board concurrence and adoption of the response to the 2017-2018 Grand Jury Report title “Mental Health Care in the Marin County Jail Follow-up” (February 21, 2018). Staff wholly or partially disagreed with three Civil Grand Jury findings. Four Civil Grand Jury recommendations have been implemented, and three more will be implemented within the next six months. Three recommendations will not be implemented because they are not warranted or reasonable, according to staff. Two recommendations require further analysis.
The Board concurred and adopted the response to the report.

The Board will hear a request from the Department of Health and Human Services (HHS) to adopt a resolution authorizing the use of an additional 30-day involuntary psychiatric hold. The Lanterman-Petris-Short (LPS) Act mandates that a mentally disabled person requiring treatment be treated in the least restrictive setting and be afforded certain rights, including court hearings, if detained involuntarily. The LPS Act also sets criteria for who can be placed into involuntary care and establishes limits on the duration of involuntary holds. HHS staff says there are instances in which the initial 72-hour hold and optional 14-day hold do not provide sufficient time for facilities to complete a thorough assessment, achieve patient stabilization, determine future treatment options, and investigate available family and/or community resources that may have ultimately obviated the need for placing a patient on conservatorship. Board approval of the proposed resolution would authorize the use of an additional 30-day involuntary psychiatric hold without first obtaining temporary conservatorship.

The Board will hear a request from the Community Development Agency (CDA) to approve a $200,000 grant from the Marin County in-lieu Housing Trust Fund to Homeward Bound of Marin for the rehabilitation of property at 127 King Street in Larkspur. Homeward Bound is converting a former convent to affordable rental homes for 12 older adults coming out of homelessness and has negotiated a 35-year lease for the property. The nonprofit operates 16 emergency shelters and supportive housing programs in Marin. The project aligns with the Board's 2018 goal to prioritize the Housing First model for people experiencing homelessness.
The Board approved the grant and authorized the Board President to execute the agreement.
