Preview
After convening at 9 a.m., the Board will conduct an informational workshop so staff can provide an update on the County’s 5 Year Business Plan. The plan was adopted by the Board in fall 2015 with a mission of the County becoming a more adaptive organization that encourages engagement, learning and leadership at all levels. As staff looks forward to Year 5 of the plan, the Board will hear about successes, delays, or redirections.

No earlier than 10 a.m., the Board will hear a request from the Department of Public Works to adopt a resolution setting a pilot program for County assistance toward drainage improvement projects on private property. Drainage facilities, such as underground pipes and culverts, play a crucial role in maintaining proper waterflow and, in certain cases, protecting communities from flooding. Many private property owners are unaware that the maintenance of underground pipes and culverts on their property is often their responsibility. In an effort to assist private property owners in the repair of deteriorating culverts, the proposed pilot program would to help fund drainage improvement projects on private property within unincorporated Marin. Up to $50,000 in County financial assistance would be available for drainage facility improvements on private property that serves the public interest.

The Board will hear a request from the Community Development Agency to grant $250,000 from the Marin County Affordable Housing Fund to the Bolinas Community Land Trust, on behalf of the Stinson Beach Affordable Housing Committee, for the acquisition of a property with five homes for conversion to permanently affordable housing at 3755 Shoreline Highway, Stinson Beach. The units will provide affordable workforce housing for households in the extremely low and low income levels. There are two lots, one vacant and one with a five-unit, fully occupied building on it. Staff recommends that the Board approve the grant, authorize the Board President (pending County Counsel approval) to execute a regulatory agreement, a grant agreement, and related documents that may be required by other sources of financing for this project; and approve related budget adjustments.
