The Board will hear a request from the Department of Public Works to authorize the Board President to execute an offer to purchase and contract of sale for the purchase of real property known as the Point Reyes Coast Guard Facility, located at 100 Commodore Webster Drive in Point Reyes Station. With 36 townhomes and an eight-unit single-room-occupancy-style barracks, the base formerly served as home to dozens of officers and their families. Since the Coast Guard designated the facility as surplus in 2014, the local community has sought to convert the units to permanently affordable homes for families with children. In August 2019, the Board adopted a resolution finding that the purchase is exempt from the California Environmental Quality Act (CEQA) and issued a notice to the Coast Guard of intent to purchase the property. When it adopted that resolution, the Board scheduled the September 17 hearing to consider entering into a purchase agreement. Staff recommends that the Board President take three actions: execute the offer to purchase and contract of sale; execute the Certificate of Acceptance of Grant of Interest in Real Property; and authorize the use of Marin County Affordable Housing Trust Fund (in-lieu housing fund) necessary for purchase of the property.
The Board adopted a resolution and authorized the Board President to execute the offer.
