Shortly after convening at 9 a.m., the Board will hear a presentation from the Department of Health and Human Services on its Suicide Prevention Strategic Plan. Marin County has the highest suicide rate of any Bay Area county. The plan is the culmination of the efforts of diverse stakeholders from across Marin and provides a roadmap for reducing suicide attempts and deaths. Critical components of reaching those goals are: 1) Preparing individuals, communities, organizations to recognize warning signs for suicide and gain confidence to intervene with somebody at risk, and; 2) Strengthening proactive factors, including building connections and reducing stigma around the discussion or seeking help for thoughts of suicide.

The Board will hear a request from the Community Development Agency (CDA) to approve the Marin County Analysis of Impediments to Fair Housing Choice. The analysis examines housing patterns, governmental policies, and other factors affecting racial bias in housing and how patterns of segregation influence the quality of life. CDA has demonstrated and documented meaningful actions by channeling federal grant funds to local projects for the good of populations that traditionally have been on the receiving end of bias. If the Board approves the analysis, it will be sent to the U.S. Department of Housing and Urban Development (HUD) for final approval.

The Board will conduct a hearing to consider an ordinance amending Marin County Code Title 19 and adopting updated building permit fees and technology fee adjustments. The fees have changed only once since 2009, a 6% increase in July 2018. The ordinance amendment would further adjust fees to ensure 100% cost recovery while still remaining below or comparable to the average fees in six comparable counties and cities. If approved, the fee adjustments would take effect on July 1, 2020. The Board approved the first reading of this ordinance amendment on January 28.

No earlier than 1:30 p.m., the Board will conduct the second of two informational workshops from the Community Development Agency on Objective Development Design Standards (ODDS). Recent state housing legislation has established municipal mandates to streamline the review process for multifamily housing projects. Jurisdictions are now required to limit their review of qualifying projects to objective design and development standards and refrain from applying subjective discretionary policies. ODDS can include height, setback, lot coverage, building materials, architectural style, building patterns, and historic areas. Projects that would require a General Plan or zoning amendment would not be eligible for streamlined review. Staff is recommending that the County partner with nearby towns and cities to evaluate and update local objective standards to ensure multifamily housing projects are compatible in size, scale, and architectural qualities of the area.

Shortly after the 1:30 p.m. session, the Board will hear a presentation from the Community Development Agency (CDA) on the Marin Countywide Plan Update Phase I Work Program with a focus on the expanded Stream Conservation Area (SCA) Ordinance for the San Geronimo Valley. The work is part of CDA's mission to update the 2007 Marin Countywide Plan. First created in 1973, the Countywide Plan is a guiding roadmap for future land use and development and serves to avoid or minimize adverse impacts on biological and wetland resources in the county. Phase 1 of the SCA update, scheduled to finish in early 2021, will include consideration of stream and wildlife impacts. Phase 2, slated for 2024 completion, will address general plan mandates from the State of California, state housing law and SCA regulations for the rest of Marin County.
