1. Parking Restrictions in Bolinas

Preview

Shortly after convening at 10 a.m., the Board will hear a request to adopt a resolution establishing overnight parking restrictions on Brighton Avenue, Park Avenue, and Wharf Road in Bolinas, excluding automobiles, motorcycles, and pickups. The proposal intends to directly address parking turnover for daytime coastal access to Bolinas Beach and provide for the orderly use of public property. The resolution would encourage and enhance access to the coast in a manner consistent with the Marin County Local Coastal Program's policies on public access. In November 2018, local voters supported (52.9%) the recommended parking restrictions, and staff proposed to implement the changes in stages.

2. Speed Limits on Lucas Valley Road

Preview

No earlier than 10:30 a.m., the Board will conduct a hearing to consider an ordinance establishing speed limits on portions of Lucas Valley Road. The section between Mount McKinley Road (milepost 2.71) and Westgate Drive (milepost 3.54) is posted at 35 mph but was not certified for radar enforcement. Enforceable speeds are based on prevailing speeds of 85% of drivers surveyed. Based on a survey, the existing 35 mph zone can be bifurcated to establish a 40 mph zone between the existing 35 mph and 45 mph zones. A first reading of the ordinance took place January 14.

The Board conducted the hearing and adopted the ordinance.

3. Appointments to Advisory Boards and Commissions

Preview

The Board will consider two vacancies on the Law Library Board of Trustees, one on the Commission on Aging, and one on the County Service Area #33 Advisory Board (Stinson Beach).

4. Objective Development Design Standards

Preview

No earlier than 1:30 p.m., the Board will conduct an informational workshop from the Community Development Agency on Objective Development Design Standards (ODDS). Recent state housing legislation has established municipal mandates to streamline the review process for multifamily housing projects. Jurisdictions are now required to limit their review of qualifying projects to objective design and development standards and refrain from applying subjective discretionary policies. ODDS can include height, setback, lot coverage, building materials, architectural style, building patterns, and historic areas. Projects that would require a General Plan or zoning amendment would not be eligible for streamlined review. The first of two planned informational workshops will include a presentation on recent state housing laws and objective standards. The second workshop is set for February 11.

The Board conducted the workshop and received the presentation from the Community Development Agency. The second workshop is set for February 11 after 1:30 p.m. (following one other afternoon item).
