The Board will hear a request from the County Administrator to authorize the allocation of an additional $12,269,462 from the fiscal year 2018-19 unassigned year-end fund balance for specific one-time allocations. The County's budget is balanced because of sound fiscal discipline and by not using one-time revenues for ongoing expenses. The balance is largely due to higher-than-expected salary savings, interest earnings, and excess Education Resource Augmentation Funds (ERAF). A similar amount is expected to be available int he upcoming 2020-21 budget. The $12.3 million is available for allocation, and staff recommends using $4 million toward affordable housing measures, $2 million to emergency preparedness measures, and the balance of $6.3 million to establish a Budget Stabilization Reserve that would mitigate the need for service cuts in the event of an economic slowdown or mild recession.
