Shortly after the Board convenes at 9 a.m., the Board will hear a request from the Department of Health and Human Services (HHS) to approve a master contract for 2019-20 to provide emergency rental assistance/homelessness prevention for low-income residents. One week after the Board approved a $500,000 allotment from the General Fund toward a new $1 million safety net partnership fund for those affected by the COVID-19 emergency, HHS proposes a master contract worth $650,000 to sign contracts with existing community-based partners. HHS recommends five contracts worth $75,000 each with Ritter Center, Adopt a Family of Marin, Community Action Marin, St. Vincent dePaul of Marin, and North Marin Community Services.

The Board will hear a report from the County Administrator and possibly other County staff about the local COVID-19 response. The County proclaimed a local emergency and a public health emergency earlier in March, and staff has worked in an Emergency Operations Center (EOC) to coordinate response efforts. A local shelter-in-place order was issued in March 16 to help limit the spread of COVID-19.

In an urgency item added to the agenda, the Board heard a request to consider the sending of letters to California State Senator McGuire and Assemblymember Levine in support of state legislation regarding a property tax penalty waiver through July 1 due to the COVID-19 pandemic. The Board approved the request.

The Board will hear a request from the Community Development Agency to accept the Housing Element 2019 Annual Progress Report (2015-2023 Housing Element) and direct staff to submit the report to the California Department of Housing and Community Development (HCD) and the Office of Planning and Research (OPR). This report describes accomplishments and challenges in implementation of housing programs defined in the County’s 2015-2023 Housing Element. Marin's Regional Housing Needs Assessment number was 185 units of housing, ranging from very low income households to above moderate households. Through 2019, Marin had constructed 145 units, with 57 remaining as a goal for 2020. The proposed Board actions do not offer opportunities for Supervisors to amend the housing sites or policies stipulated in the Housing Element.

The Board accepted the progress report and directed staff to submit the report to the state.
