1. SPECIAL NOTICE on Meeting Participation

SPECIAL NOTICE

The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.

2. Allotment Reviews for Community Service Grant Program

Agenda Item #1: Shortly after the Board convenes at 9 a.m., the Board will conduct an informational workshop to review applications submitted for Cycle 1 of the Community Services Grant Program and consider funding recommendations. The program provides one-time funding allocations between $1,000 and $10,000 to nonprofit service providers or other governmental entities to fund specific projects or programs that provide a measurable benefit to Marin residents. Funding is not intended to provide ongoing financial support for the project or program. Cycle 1 was open from July 1 through September 30, and 37 requests worth a combined total of $300,765 were received. The available budget for Cycle 1 is approximately $150,000.

3. Administrator's Report on COVID-19 Response

Agenda Item #2: The Board will hear a report from the County Administrator and possibly other County staff about the local COVID-19 response. The County proclaimed a local emergency and a public health emergency in early March, and since then staff has worked in an Emergency Operations Center (EOC) to coordinate public response efforts. A local shelter-in-place order was first issued March 16 to help limit the spread of COVID-19.

4. Consideration of Property Purchases for Project Homekey

Preview

Agenda Items #8 and #9: In separate items, the Board will hear requests from the Department of Public Works to consider purchase and sale agreements for two properties related to the Homekey Program to provide permanent supportive housing. The first would be for an agreement with Dilipkumar Patel and Jayaben Patel for the purchase of 1591 Casa Buena Drive, Corte Madera. The negotiated price is $4.1 million. The second would be with Dennis Gilardi and Susan Gilardi for the purchase of 3301 Kerner Boulevard, San Rafael. The negotiated price is $7.2 million. The California Department of Housing and Community Development issued approximately $600 million statewide to rapidly expand housing for people experiencing or at risk of experiencing homelessness and are impacted by COVID-19. The potential purchases would not affect the County General Fund.

5. Living Wage Ordinance Automatic Increases

Agenda Item #10: The Board will hear a request from the County Administrator to accept the 2019-20 Living Wage Ordinance (LWO) Annual Report and consider approving a 1.1% Cost of Living Adjustment (COLA) effective January 1, 2021.While the Living Wage Ordinance requires an automatic COLA increase based upon the October-to-October increase in the Bay Area Consumer Price Index (CPI), it also requires a recommendation from the County Administrator incorporating financial conditions. The wage rate was last increased on January 1, 2020, to $15.25 per hour without benefits or $13.40 including benefits. Staff is recommending increases to $15.40 and $13.55.

6. Appropriations of Tax Proceeds

Agenda Item #13: The Board will hear a request from the Department of Finance to adopt a resolution determining the fiscal year 2020-21 appropriations of tax proceeds pertaining to the County of Marin in accordance with Article XIII-B of the State Constitution, Proposition 4 Gann Initiative. The aggregate tax proceeds limit for both County and special districts governed by the County Board is $371,146,421, and proceeds subjected to the limit are $226,822,902. Marin Transit and Marin County Open Space District are not included and exempt from Proposition 4.

8. Former Seminary Property in Strawberry

Preview

Agenda Item #18: No earlier than 3 p.m., the Board will conduct a hearing to consider an appeal of the Environmental Manager’s Determination-Notice of Preparation (NOP) of Environmental Impact Report (EIR), North Coast Holdings LLC planning application on the former Golden Gate Baptist Seminary site, 201 Seminary Drive, Mill Valley. The property had been used as a graduate school by the prior owners under a permit issued in 1953. The Master Plan for the property expired in 2018. North Coast Land Holdings submitted a revised application for development of the 127-acre property, including a residential care facility for seniors that would replace a majority of the existing residential housing. In addition, it proposed a preschool and fitness center that would be open to the public. In September 2020 at a Strawberry Design Review Board meeting, the environmental planning manager determined the proposed project would have significant environmental impacts and an EIR would be required. The Seminary Neighborhood Association appealed in October 2020. The Board upheld a prior appeal and suspended preparation of an EIR for a prior proposal by North Coast Land Holdings. Staff recommends that the Board consider adopting a resolution denying the appeal and directing staff to proceed with an EIR for the project.

The Board adopted a resolution denying the Seminary Neighborhood Association’s appeal of the Environmental Planning Manager’s determination to prepare an EIR for the North Coast Land Holdings Community Plan Amendment, Master Plan, Design Review, Master Use Permit, Vesting Tentative Map and Tree Removal Permit, on the former Golden Gate Baptist Seminary site
