Shortly after the Board convenes at 9 a.m., the Board will recognize County Disaster Service Workers (DSWs) during the COVID-19 pandemic and hear and informational update about the County's preparedness for wildfires and Public Safety Power Shutoffs (PSPS). Under state law, all County employees are DSWs who may be asked to help with emergency response and recovery activities. Over the past six months, more than 1,000 County employees have stepped into new roles to serve residents. County staff has provided the Board regular updates since March regarding the COVID-19 pandemic emergency response, but this update is intended to focus on wildfire prevention, including a brief update on the new Marin Wildfire Prevention Authority (MWPA), potential PSPS events, and Pacific Gas & Electric’s efforts to mitigate the impacts of PSPS outages in Marin in 2020.

The Board will hear a request from the County Administrator to approve the following actions to provide support services to prevent future evictions: (a) authorize the Board President to execute agreement with Legal Aid of Marin, in the amount of $310,000 to provide legal services to low-income renters; and (b) provide additional $90,000 in additional support for mediation services through the District Attorney’s Consumer Protection Unit to provide neutral mediation services to landlord and tenants to help reach agreements for rental repayment or rental modification prior to any potential eviction procedures. The County and the Marin Community Foundation have contributed a combined $2.6 million toward emergency rental assistance for low-income tenants.

The Board will hear a request from the County Administrator for Board concurrence and adoption of the response to 2019-20 Grand Jury Report regarding a comprehensive list of Marin’s public agencies (June 30). Staff wholly or partially disagreed with two findings and recommends that another finding is not implemented. Staff requests that the Board concur in and thereby adopt the response and direct the Board President to submit the response to the presiding judge.

No earlier than 10:30 a.m., the Board will conduct a merit hearing about an ordinance amending Marin County Code Chapter 7.60 regulating ambulance transportation in Marin County. Last amended in 1996, the existing code provides for the establishment of standards for ambulance transport, personnel training, certification, supply requirements, response time requirements, radio and tracking mechanisms, patient treatment, and transportation protocols. A proposed amendment revises outdated language, addresses inconsistencies, and includes quality, performance, and data sharing requirements. Training requirements incorporated lessons learned from public safety power shutoffs (PSPS) and wildfires.

No earlier than 2 p.m., the Board will hear a request from the County Administrator to adopt a resolution reaffirming support for Senate Bill 54, the California Values Act, supporting the Sheriff's Office's recent policy changes that further reduce cooperation with SB 54 and reaffirming direction to all County departments/staff to provide services to all Marin residents regardless of immigration status.
