1. SPECIAL NOTICE on Meeting Participation

SPECIAL NOTICE

The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.

New for 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

2. Administrator's Report on COVID-19 Response

Preview

Agenda Item #2: The Board will hear a report from the County Administrator and possibly other County staff about the local COVID-19 response. The County proclaimed a local emergency and a public health emergency in early March 2020, and since then staff has worked in an Emergency Operations Center (EOC) to coordinate public response efforts. A local shelter-in-place order was first issued March 16, 2020, to help limit the spread of COVID-19.

The Board heard the report from Public Health Officer Dr. Matt Willis.

3. Integrated Pest Management Annual Report

Preview

The Board will hear a request from Marin County Parks to accept the 2020 Integrated Pest Management (IPM) Report and approve the 2021 list of allowed products. The County has been putting its “organic first” philosophy to work for many years now. The report, which meets County ordinance requirements, includes a review of pesticide use, program violations, product exemptions issued and a summary of the non-chemical IPM effort. In 2020, 130 of 147 locations covered by County IPM policy were maintained without the use of pesticides. The County's IPM program continues to serve as a model program for other public agencies. Staff also will ask the Board to adopt a resolution commending recipients of the 2020 IPM Achievement Award.

Review

The Board accepted the report and approved the list of allowed products.

4. Civil Grand Jury Response on Opioid Misuse

Preview

Agenda Item #9: The Board will hear a request from the County Administrator for Board concurrence and adoption of the response to 2019-20 Grand Jury Report titled “Opioid Misuse: Strengthening Marin County’s Response,” issued December 14, 2020. Staff agreed with five findings, has already implemented three more, and plans to implement one more in the future. Staff requests that the Board concur in and thereby adopt the response and direct the Board President to submit the response to the presiding judge.

The Board concurred and adopted the response.

5. Appointments to Advisory Boards and Commissions

Agenda Item #10: The Board will consider three vacancies on the Measure A (Parks) Community Oversight Committee.

6. Barring Rent Increases in Some Areas

Agenda Item #13: No earlier than 1:30 p.m., the Board will hear a request from the Community Development Agency (CDA) to consider adopting an urgency ordinance temporarily barring rent increases in certain census tracts due to the Public Health Emergency arising from the COVID-19 virus. The ordinance would temporarily prevent residential rent increases in Marin City and northern parts of West Marin as a protection against the economic ramifications of the coronavirus. Residents in those tracts are most impacted by the public health emergency a ban would lower the risk of housing displacement.

The Board adopted the urgency ordinance.

7. Federal Assistance for Renters

Agenda Item #14: The Board will hear a request from the Community Development Agency (CDA) to accept an award of $7,695,346.50 of Emergency Rental Assistance from the U.S. Treasury Department and authorize staff to consider the allocation and the process for distribution. The money comes from the Consolidated Appropriations Act, passed by Congress in December 2020, as coronavirus relief. The stimulus funding will be directed toward current and past rent for tenants who have experienced economic hardship directly related to COVID-19. Staff plans to return to the Board with recommendations of allocations at a future date.

The Board accepted the award.
