1. SPECIAL NOTICE on Meeting Participation

SPECIAL NOTICE

The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.

For 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

2. Agreements with Bargaining Units

Agenda Item #2: In an urgency item added to the Administrator's Report, the Board added a request from Human Resources to approve agreements with three bargaining units -- the Marin Association of Public Employees (MAPE) General Unit, the MAPE Health and Human Services Unit, and the MAPE Nurses Unit. All three agreements extend the terms of the parties' collective bargaining agreements until August 31, 2021.

3. Approving Financial Transaction for Marin Academy

Agenda Item #6: The Board will conduct a Tax Equity and Fiscal Responsibility Act (TEFRA) Hearing to consider a resolution approving financing to be undertaken by the California Public Finance Authority (CalPFA), in an aggregate principal amount not to exceed $27 million, for the purpose of financing and/or refinancing capital improvements to certain facilities and certain other matters relating to the Marin Academy, located at 1600 Mission Avenue, San Rafael. TEFRA hearings are mandated by the IRS to provide reasonable chance for individuals to express views on the issuance of bonds and the nature of the improvements and projects for which the bond funds will be allocated. Staff recommends the Board conduct the hearing and consider adoption of the resolution.

4. Rush Creek Landscaping and Lighting District

Agenda Item #7: The Board will hear a request from Marin County Parks to conduct a public hearing to continue the Rush Creek Landscaping and Lighting District. The Board created the district in 1995 to maintain common-area landscaping within the Rush Creek development on the east side of unincorporated Novato. Areas affected are near Atherton Avenue, Oak Shade Lane, and Saddle Wood Drive. Staff recommends that the Board conduct the hearing and consider a resolution confirming the diagram and assessment for the district.

5. Appointments to Advisory Boards and Commissions
