1. SPECIAL NOTICE on Meeting Participation

SPECIAL NOTICE

The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.

For 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

2. Ordinance to Extend Parks Measure A

Preview

Agenda Item #1: Shortly after convening this special meeting at 9 a.m., the Board will hear a request from Marin County Parks to introduce an ordinance to extend a quarter-cent retail transactions and use tax for parks, open space, and farmland preservation. Measure A was approved in 2012 and has supported ongoing wildfire fuel reduction work, upgraded roads and trails, well-maintained parks, reduced entrance fees, and much more. The existing Measure A expires in March 2022. Staff recommends that the Board introduce the proposed ordinance extending Parks Measure A for nine years and schedule a public merit hearing for 10 a.m. July 13 to consider its options. The potential timing of a ballot measure is uncertain.

Review

The Board heard latest developments on the September 2021 recall election of the governor and associated guidance for local governments on that election, then took no action.

3. Negotiations with Employee Bargaining Units

Preview

Agenda items 2-4: The Board will hear requests from the Human Resources Department to approve agreements with several County employee bargaining units and extend the term of the parties’ collective bargaining agreements to July 31, 2021. The proposed agreements are with Marin Association of Public Employees (MAPE) General Unit, the MAPE HHS Unit, and the MAPE Nurses Unit.

Review

The Board approved all three agreements.
