1. SPECIAL NOTICE on Meeting Participation

SPECIAL NOTICE

The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.

For 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

2. County Facility Water Conservation

Agenda Item #6: Shortly after convening at 9 a.m., the Board will receive and informational update from County departments regarding water conservation efforts at County facilities. On May 18, representatives from Marin Water and North Marin Water District made presentations to the Board about drought conditions and water conservation efforts. During that session, the Board adopted a resolution declaring a local emergency and imminent threat of disaster. Staff from Public Works, Parks, and Fire have collaborated to provide a summary of conservation measures implemented to date and potential future measures.

The Board was presented with an informational update from County departments regarding water conservation efforts at County facilities. The report was accepted.

3. Regional Housing Needs Allocation

Agenda Item #7: The Board will hear a request from the Community Development Agency to receive a presentation on Marin County Regional Housing Needs Allocation (RHNA) for unincorporated Marin County and consider appeal options. The RHNA is the number of housing units unincorporated Marin will need to plan for in the Housing Element update every eight years. The government agency that sets affordable housing production goals for every Bay Area jurisdiction has notified the County of its assigned number of homes to meet the housing needs in unincorporated areas through 2030. The number is 3,569 units for unincorporated areas of Marin between 2022 and 2030, up from 185 units for the current eight-year cycle. In November 2020, the Board submitted a letter to the Association of Bay Area Governments (ABAG) objecting to the increase. The Board has an opportunity to file for a formal appeal before the July 9 deadline.

Review

The Board recommended that staff file an appeal of the Regional Housing Needs Allocation to the Association of Bay Area Governments.

4. Negotiations with Employee Bargaining Units

Agenda items 8-13: The Board will hear requests from the Human Resources Department to approve addendums to agreements several County employee bargaining units. The addendums reflect 1.5% general salary increases for IATSE Local 16, Marin County Management Employees Association (MCMEA), Marin County Probation Managers Association (PMA), Teamsters Local 856 / Probation Association. The Board also will hear a request to approve wage and benefit modifications for certain non-represented classes. The addendums reflects the County’s priorities to ensure the continuation of essential public services while working with labor organizations to navigate the economic and operational challenges.

The Board approved the wage and benefit modifications.

5. Appointments to Advisory Boards and Commissions

Agenda Item #14: The Board will consider four vacancies on the Parks and Open Space Commission, four on the Library Commission, three on the Fish and Wildlife Commission, two on the Mental Health Board, two on the Commission on Aging, two on the Disaster Council, one on the First 5 of Marin Children and Families Commission, one on the Planning Commission, and one on the Strawberry Design Review Board.

6. Continuation of Budget Hearing

Preview

No earlier than 1:30 p.m., the Board will reconvene in a special session to conduct fiscal year 2021-22 budget hearings. The afternoon session is a continuation of the session that begins at 9 a.m. Monday, June 21. The hearings are scheduled to continue at 9 a.m. Wednesday, June 23, followed with an expected Board vote.
