Project Description

The applicant requests Conditional Use Permit and Design Review approval to construct a new commercial solar photovoltaic electrical generating facility on two adjacent vacant lots in unincorporated Novato. The proposed commercial solar facility would consist of three ground mounted fixed-tilt arrays and would result in a total acreage of 14.99 acres of solar arrays across 41.35 acres between Assessor’s Parcel 125-160-06 and -26. The proposed solar arrays would reach a maximum height of approximately eight feet, two inches above natural grade.

The array identified as “Project A” is proposed to be located the following distances from the property lines of Assessor’s Parcel 125-160-26: 25 feet from the western front property line, 28.5 feet from the northern side property line, and more than 100 feet from the eastern rear property line. The array identified as “Project B” is proposed to be located the following distances from the property lines of Assessor’s Parcel 125-160-06: 25 feet from the western front property line, 26.5 feet from the northern side property line, and more than 100 feet from the southern side and eastern rear property lines. The array identified as “Project C” is proposed to be located the following distances from the property lines of Assessor’s Parcel 125-160-06: 25 feet from the western front property line, and more than 100 feet from the northern side, southern side and eastern rear property lines. Various site improvements would also be entailed in the proposed development, including improvements to an existing access gravel road, fencing, and a swing gate.

Conditional Use Permit approval is required for the development of commercial solar facilities in the A-2 (Agricultural, Limited) zoning district pursuant to Marin County Development Code (MCC) Section 22.08.030. Design Review approval is required for non-residential structures in the A-2 zoning district pursuant to MCC section 22.42.020.B.
