Project Description

The applicant is requesting Design Review approval to construct a new 12,112 square foot single family residence with detached 3,056 square foot garage and various accessory structures including a 1,225 square foot barn, 1,195 square foot caretaker’s cottage, and 120 square foot writer’s cabin. Proposed maximum heights above grade for the structures include 39.7 feet (main residence), 23 feet (garage), 25 feet (barn), and 25.5 feet (caretaker’s cottage) respectively. The residence, garage, barn and writer’s cabin would all maintain large setbacks to the nearest property line (ranging from 167 feet to 300 feet or more). The caretaker’s unit would be sited on the northern portion of the property, approximately 70 feet from the nearest property line. Access to proposed development would be provided by new driveways extending from Oxford Drive (primary access) and Leona Drive (secondary access). Other proposed work includes construction of a swimming pool, entry gate with 120 square foot mail house and trash enclosure, and various landscape and hardscape improvements. Overall, development would result in a total floor area ratio of less than 2 percent on the 27.8 acre site. The project would result in the removal of 18 regulated coast live oak trees.

Design Review approval is required pursuant to Section 22.42.020.B to allow construction of residential development containing more than 3,500 square feet or exceeding a height of 30 feet in a conventional zoning district. A Tree Removal Permit is required to allow the removal of protected and/or heritage trees on the property pursuant to Section 22.62.020.
