The applicant requests Coastal Permit and Design Review approval for the following: (1) APN 106-280-13-as previously described and depicted on the project plans date stamped November 13, 2018-demolish an existing 1,602-square-foot principal residential structure and construct a new 2,308-square-foot residence on a developed lot in Marshall. The 2,308 square feet of proposed development would result in a floor area ratio of 12 percent on the 19,190.39-square-foot lot. The proposed building would reach a maximum height of 15 feet above surrounding grade and the exterior walls would have the following setbacks: 49 feet from the west front property line; 16 feet from the north side property line; 22 feet from the south side property line; 64 feet from the Mean High Water line; and (2) APN 106-220-22-install a new septic system associated with a 252-square-foot detached, agricultural accessory structure. The septic system would also serve the proposed single-family residence on APN 106-280-13. Various site improvements would also be entailed in the proposed development including the removal of approximately 8 California bay trees.
Coastal Permit and Design Review approval is required pursuant to Sections 22.42.020, 22.56.040.A & F, and 22.56.055 of Marin County Development Code and Interim Code, because the project involves the following: (1) demolition of an existing principal residence; (2) construction of a new residence and exterior physical improvements; and (3) construction of a new septic system.
